The progress <strong>of</strong> the Balanced<br />

Scorecard (BSC) Project has improved<br />

and the rollout is underway. The<br />

strategy maps have been completed<br />

and the process is now at the stage <strong>of</strong><br />

developing measures. Further, through<br />

the alignment <strong>of</strong> the Accounting<br />

Officer’s strategic objectives with the<br />

DOD’s strategic maps, as contained<br />

in the systemic evaluation instrument<br />

that has been adopted by the DOD,<br />

the Balanced Scorecard has been<br />

promoted, supported and guided<br />

through interactions at various strategic<br />

levels during the financial year.<br />

The Organisation Structure Design<br />

(OSD) environment is currently<br />

in the process <strong>of</strong> developing the<br />

Joint General Publication (JGP)<br />

on microstructuring, in line with<br />

the guidelines received from the<br />

<strong>Department</strong> <strong>of</strong> Public Service and<br />

Administration (DPSA), namely the<br />

“Guide on How to Design, Implement<br />

and Maintain Organisational Structures<br />

in the Public Service”.<br />

The technical preparation project was<br />

registered and implemented, with the<br />

business objective <strong>of</strong> supporting DOD<br />

business by preparing the environment<br />

for the implementation <strong>of</strong> DOSS<br />

through reducing the number <strong>of</strong><br />

interfaces or replacing them with a<br />

single interface.<br />

Other projects that are aimed at<br />

improving effectiveness and efficiency<br />

in the DOD, Project DOSS and Project<br />

LOQUACIOUS, are progressing<br />

fairly well despite the challenges these<br />

projects are facing.<br />

The organisation structure design<br />

report, as well as the amendment report<br />

for the <strong>Defence</strong> Policy, Strategy and<br />

Planning Division, was completed and<br />

approved by the Minister <strong>of</strong> <strong>Defence</strong>.<br />

The recommendations made in the<br />

reports have been implemented on the<br />

SMCS.<br />

The organisation structure design<br />

report on the restructuring <strong>of</strong> the<br />

Acquisition and Procurement Division<br />

into Matériel Division was completed<br />

and approved by the Minister <strong>of</strong><br />

<strong>Defence</strong> on 24 August 2007. The<br />

recommendations made in the report<br />

have been implemented on the SMCS.<br />

The organisation structure design<br />

report on the creation <strong>of</strong> a <strong>Defence</strong><br />

International Affairs Division has<br />

been completed and approved by the<br />

Minister <strong>of</strong> <strong>Defence</strong>. The final report<br />

has been captured on the SMCS.
