SUBPROGRAMME JOINT LOGISTICS<br />

SERVICES<br />

Overview<br />

Reporting on the Joint Support P<strong>rogramme</strong> is<br />

done according to the DOD Strategic Business<br />

Plan for FY 2007/08. Prior to FY 2007/08, the<br />

various subp<strong>rogramme</strong>s <strong>of</strong> the Human Resources<br />

Division functioned within fragmented structures<br />

in the Policy and Planning and Joint Support<br />

environments <strong>of</strong> the DOD. The past year was<br />

devoted to the functioning <strong>of</strong> the newly-established<br />

Human Resources Division, with the Office <strong>of</strong> the<br />

Chief <strong>of</strong> Human Resources managing the following<br />

subp<strong>rogramme</strong>s:<br />

The Chief <strong>of</strong> Corporate Staff administered the<br />

services <strong>of</strong> the following subp<strong>rogramme</strong>s:<br />

The three subp<strong>rogramme</strong>s indicated below are<br />

managed as financial subp<strong>rogramme</strong>s 2 . The<br />

performance is reflected in <strong>Chapter</strong> 2 – P<strong>rogramme</strong><br />

Purpose<br />

The Joint Support P<strong>rogramme</strong> provides joint support<br />

capabilities and services to the <strong>Department</strong>.<br />

Measurable Objective<br />

To support departmental activities by providing<br />

joint logistic, technological and military policing<br />

capabilities, services and facilities that meet<br />

Government requirements.<br />

Outputs<br />

The Joint Support P<strong>rogramme</strong> provides common<br />

support capabilities, facilities and services to the<br />

<strong>Department</strong>. It establishes, provides training in,<br />

and maintains the following areas: joint logistics,<br />

Information Communication Technology and<br />

Military Police.<br />

The Logistics Agency met most <strong>of</strong> its STFE and<br />

other requirements, namely logistic management,<br />

supply support and services, facilities management,<br />

engineering support services, and logistic training<br />

and development. During the past year, the<br />

Logistics Division made satisfactory progress, with<br />

many noticeable achievements. The progress and<br />

achievements are spread across the wide span <strong>of</strong><br />

responsibility <strong>of</strong> the Division, as highlighted in this<br />

report.<br />

Strategic Direction<br />

The Division made significant progress,<br />

notwithstanding the challenges, in terms <strong>of</strong> achieving<br />

its core objective <strong>of</strong> delivering integrated logistic<br />

services to the DOD. Top management established a<br />

Logistics Intervention and Repositioning P<strong>rogramme</strong><br />

(LIRP) to address critical issues within SANDF<br />

logistics that needed immediate intervention. The<br />

LIRP is intended to reposition logistics and facilitate<br />

a quantum improvement to achieve effective and<br />

efficient logistic support in the DOD and set the basis<br />

for continuous improvement. To this end, a LIRP<br />

Steering Committee was established with 16 subworkgroups.<br />

All workgroups made good progress<br />
