The <strong>Defence</strong> Update has been restyled<br />

to position the DOD to be compliant<br />

with the new Long-Term Strategic<br />

Framework <strong>of</strong> Government, as defined<br />

at the January 2008 Cabinet Lekgotla.<br />

Extensive work has taken place,<br />

specifically around the costing <strong>of</strong> the<br />

force design and the migration plans to<br />

obtain the Credible Force Design. The<br />

DOD is now positioned to take the<br />

“<strong>Defence</strong> Update 2025” to the Minister<br />

in April 2008 and, with his authority,<br />

onwards to Cabinet and Parliament.<br />

In alignment <strong>of</strong> the DOD Planning<br />

Framework with the Government<br />

planning trajectory, this Division<br />

orchestrated with finesse the DOD<br />

strategic planning session on 24 April<br />

2007; this was to ensure alignment<br />

with Government intent as provided<br />

in the January 2007 Lekgotla, the MOD<br />

strategic planning work sessions (SPW)<br />

on 21 and 22 February 2008, and the<br />

Secretary for <strong>Defence</strong> SPW on 15 and<br />

16 May 2007 and from 25 to 27 March<br />

2008.<br />

The Division also adhered to the<br />

statutory requirements for the DOD<br />

Annual Report and DOD Strategic<br />

Business Plan. The reports were<br />

developed, approved and submitted on<br />

time, and were <strong>of</strong> high quality.<br />

The DOD Annual Report FY 2006/07,<br />

as well as the Quarterly Report<br />

FY 2007/08, was presented to the<br />

Parliamentary Portfolio Committee.<br />

The evidence <strong>of</strong> the effective utilisation<br />

<strong>of</strong>, and accounting for, resources was<br />

presented by the Accounting Officer<br />

to the PCD and SCOPA during<br />

September and November 2007.<br />

The <strong>Department</strong> was commended for<br />

the industrious Annual Report that was<br />

tabled on 12 September 2007 and the<br />

Strategic Plan that was tabled on 27<br />

March 2008. The Division has, through<br />

instructions, introduced interventions<br />

that have institutionalised accountability<br />

and governance and also actively<br />

supported initiatives that intensified<br />

parliamentary oversight.<br />
