8.3.1.3 The Minister <strong>of</strong> <strong>Defence</strong> approved a new structure for risk management in the DOD under<br />

the auspices <strong>of</strong> the Chief <strong>of</strong> <strong>Defence</strong> Policy, Strategy and Plan at the <strong>Defence</strong> Secretariat. The<br />

DOD is at present busy with the staffing <strong>of</strong> these posts, with a completion date 1 August 2008.<br />

This section will combine the DOD’s strategic risks, operational risks and resource risks into one<br />

centralised DOD risk register to ensure that all DOD risks are properly managed, controlled and<br />

mitigated.<br />

8.3.2 Fraud Investigation and Prevention<br />

8.3.2.1 The Anti-Corruption and Anti-Fraud Strategy is based on the three main outcomes <strong>of</strong> the National<br />

Anti-Corruption Summit <strong>of</strong> 1999, namely preventing corruption, combating corruption and<br />

building integrity and raising awareness. In order to achieve the desired result, it was important<br />

to introduce a strategy to advise, direct, and guide members <strong>of</strong> the DOD on the approach to<br />

the seriousness <strong>of</strong> corruption and fraud. The emphasis was on corruption and fraud awareness<br />

on which members <strong>of</strong> the DOD were addressed. The toll-free number <strong>of</strong> the Anti-Corruption<br />

and Anti-Fraud hot line appears on the monthly pay sheet <strong>of</strong> every DOD <strong>of</strong>ficial. The anticorruption<br />

and anti-fraud awareness campaign <strong>of</strong> the DOD, which is spearheaded by the <strong>Defence</strong><br />

Inspectorate Division, has now reached all members.<br />

8.3.2.2 The Directorate Anti-Corruption and Anti-Fraud, responsible for the prevention <strong>of</strong> corruption<br />

and fraud and acting as the nodal point for forensic auditing in the DOD developed and<br />

implemented the under mentioned functional flow diagram conducting <strong>of</strong> its business:<br />
