In managing external relations, the<br />
Division undertook 12 engagements<br />
inside and outside South Africa. Twelve<br />
agreements were signed between<br />
different countries and organisations<br />
and nine were in the process <strong>of</strong> being<br />
finalised during the period under<br />
review. These agreements include<br />
memoranda <strong>of</strong> understanding (MOUs)<br />
with Spain, Korea, Namibia, Lesotho<br />
and Jordan. Agreements were also<br />
signed with Tanzania, Ghana and<br />
Zimbabwe.<br />
Eight agreements with different<br />
countries and organisations are being<br />
drafted.<br />
This includes MOUs with the<br />
AU, Peru, Sudan and Burundi on<br />
defence cooperation. It also includes<br />
agreements with Ghana, Gabon,<br />
Malawi and Congo-Brazzaville.<br />
<strong>Defence</strong> cooperation agreements were<br />
signed with the Governments <strong>of</strong> the<br />
following countries:<br />
• Central African Republic on<br />
11 February 2007. MOU<br />
concerning building <strong>of</strong> OR<br />
Tambo School <strong>of</strong> Leadership with<br />
Uganda on 6 March 2007.<br />
• Letter <strong>of</strong> Assist with UN<br />
regarding MONUC on provision<br />
<strong>of</strong> helicopter services in the<br />
Democratic Republic <strong>of</strong> the<br />
Congo in January 2007.<br />
The DODI on the Establishment <strong>of</strong><br />
a South African Military Assistance<br />
and Training Team (SAMATT) was<br />
presented to the Plenary <strong>Defence</strong> Staff<br />
Council on 16 July 2007 and again on<br />
17 September 2007. This was done<br />
with cooperation between Directorate:<br />
Operations Policy and Directorate:<br />
Strategic Planning.<br />
The DOD internal deployment<br />
according to Proclamation R34, for<br />
internal deployments in support <strong>of</strong><br />
the SAPS, was queried in terms <strong>of</strong><br />
the <strong>Defence</strong> Act, 2002 (Act No. 42 <strong>of</strong><br />
2002) and Constitution <strong>of</strong> the Republic<br />
<strong>of</strong> South Africa, and legal opinion was<br />
obtained from <strong>Defence</strong> Legal Services.<br />
Drafting <strong>of</strong> the new proclamation<br />
in cooperation with the SAPS is in<br />
progress.<br />
Inputs were prepared and provided<br />
for the updating <strong>of</strong> the White Paper<br />
on South Africa’s Participation in<br />
International Peace Missions under the<br />
chair <strong>of</strong> the <strong>Department</strong> <strong>of</strong> Foreign<br />
Affairs. This includes the legal process<br />
for obtaining national approval for<br />
SANDF deployments.<br />
