Other outputs achieved through the corporate<br />
<strong>Department</strong> <strong>of</strong> <strong>Defence</strong> budget control service<br />
were:<br />
• <strong>Defence</strong> in-year p<strong>rogramme</strong> adjustments<br />
budget by 1 November 2007;<br />
• Monthly early warning reports;<br />
• Virements as required; and<br />
• Funded unfunded mandates as directed<br />
by Section 64 <strong>of</strong> the Public Finance<br />
Management Act (PFMA), 1999 (Act No. 1<br />
<strong>of</strong> 1999).<br />
A budget management Other outputs achieved through the corporate<br />
service to the <strong>Department</strong> <strong>of</strong> <strong>Defence</strong> budget preparation<br />
<strong>Department</strong> according service were:<br />

A budget management The Financial Management Division has enhanced<br />
service to the its revenue management system to the extent that<br />
<strong>Department</strong> according detailed and meaningful management information<br />
to the current is provided on a monthly basis to top-level budget<br />
regulatory framework holders. Supporting policies and the revenue<br />
and p<strong>rogramme</strong>/budget management internal control system have been<br />

With regard to the Public Finance Management<br />
Act <strong>of</strong> 1999, training briefings regarding Section<br />
45 responsibilities were presented to command<br />
bodies as well as lower-level management<br />
structures throughout the <strong>Department</strong>. Public<br />
Finance Management Act and Treasury Regulation<br />
booklets were distributed to senior management<br />
staff at the DOD and a script for an industrial<br />
theatre initiative was obtained and finalised. A<br />
crossword puzzle competition was published<br />
in the SA Soldier magazine and Section 45<br />
responsibilities were communicated to formal<br />
training establishments to ensure that they are<br />
addressed in the curricula <strong>of</strong> all formal training<br />
courses. <strong>Defence</strong> staff were also sensitised<br />
regarding Section 45 skills training courses<br />
available at external training service providers.
