The Services and Divisions are composed <strong>of</strong> Force<br />

Structure Elements (FSEs) <strong>of</strong> varying sizes and types.<br />

An ongoing process <strong>of</strong> closing and establishing<br />

FSEs is taking place as the DOD adjusts to changes<br />

in the environment and strives to do its business as<br />

economically as possible.<br />

RISK MANAGEMENT<br />

Risk management in the DOD is being systematically<br />

improved and although much remains to be done, a<br />

significant improvement was evident by the end <strong>of</strong><br />

the reporting period.<br />

The Chief Financial Officer is responsible for the<br />

management <strong>of</strong> resource risks, as contemplated in<br />

the DOD Policy on Risk Management. Resource<br />

Risk Management Boards have been established<br />

in the four major resource areas. Resource system<br />

risks were identified, assessed and mitigated in<br />

the Financial Management Division, the Human<br />

Resources Division, the Logistics Division and<br />

the Information Systems Division. Monthly risk<br />

management meetings were held with the risk<br />

managers <strong>of</strong> these Divisions and the risk mitigation<br />

plans were monitored and reviewed to ensure the<br />

risk treatment approaches stay relevant and the risk<br />

exposures remain acceptable.<br />

The Minister <strong>of</strong> <strong>Defence</strong> approved a new structure<br />

for risk management in the DOD under the auspices<br />

<strong>of</strong> the Chief <strong>of</strong> <strong>Defence</strong> Policy, Strategy and<br />

Planning at the <strong>Defence</strong> Secretariat. The DOD is<br />

undertaking the staffing <strong>of</strong> these posts. This section<br />

will combine the DOD’s strategic risks, operational<br />

risks and resource risks into one centralised DOD<br />

risk register to ensure that all DOD risks are properly<br />

managed, controlled and mitigated.<br />

DEFENCE STRATEGY<br />

National Strategic Direction 2014<br />

The <strong>Defence</strong> Strategy is directed by the National<br />

Strategic Direction 2014, which comprises aspects<br />

such as the Regulatory Framework <strong>of</strong> Government;<br />

“Towards a 10-Year Review 2014”; Government<br />

Scenarios 2014; the annual State <strong>of</strong> the Nation<br />

Address by the President; the annual Budget Speech;<br />

the decisions <strong>of</strong> the Government Lekgotla, which<br />

are held annually in January and July; the Medium-<br />

Term Strategic Framework (MTSF), which is a<br />

mechanism for generating a limited but focused set<br />

<strong>of</strong> medium-term strategic priorities that are shared<br />

by all spheres <strong>of</strong> Government; the Government<br />

P<strong>rogramme</strong> <strong>of</strong> Action; and the Medium-Term<br />

Expenditure Framework (MTEF), which is directed<br />

by the MTSF, national interest and national values.<br />
