<strong>Libertad</strong> <strong>para</strong> <strong>elegir</strong>:Cultura <strong>•</strong> Comunicación <strong>•</strong> Desarrollo Humano SustentableResalta que los estados con el IDH más bajo son los que tienen mayor población indígena <strong>de</strong>l país. 9 Si seamplía el panorama y se incorpora a los cinco estados con menor IDH, se agregan Veracruz, Guerreroy Michoacán, que también cuentan con significativos grupos <strong>de</strong>mográficos indígenas. 10 A nivel <strong>de</strong> grupossociales, hay una brecha significativa entre <strong>las</strong> condiciones <strong>de</strong> vida <strong>de</strong>l promedio nacional y <strong>las</strong> <strong>de</strong> losPueblos Indígenas. Mientras la media nacional <strong>de</strong>l IDH es <strong>de</strong> 0.7937, el <strong>de</strong> los Pueblos Indígenas es 0.7057, 11es menor incluso que la media <strong>de</strong>l estado <strong>de</strong>l país con el IDH más bajo (Chiapas con 0.7076); 12 algo similarocurre con los indicadores <strong>de</strong> salud, educación e ingreso. En el país hay una relación clara entre un bajoDH y los Pueblos Indígenas. Los 50 municipios con el menor IDH a nivel nacional tienen una consi<strong>de</strong>rablepoblación indígena (más <strong>de</strong> 60%) y es frecuente que los habitantes <strong>de</strong> cinco años en a<strong>de</strong>lante hablenalguna lengua indígena. 13 En cambio, <strong>de</strong> los 50 municipios con el IDH más alto <strong>de</strong>l país apenas 16% <strong>de</strong>su población es indígena y la mayoría <strong>de</strong> ellos ni siquiera llega a 10% la presencia <strong>de</strong> grupos indígenas.Hay una relación entre <strong>de</strong>sigualdad y grupos étnicos.Las causas <strong>de</strong> <strong>las</strong> condiciones <strong>de</strong> vida <strong>de</strong> los grupos indígenas tienen una larga genealogía histórica y seremontan hasta la Colonia, don<strong>de</strong> había una marcada inequidad social y se segregaba económica yterritorialmente a los pueblos originarios. Posteriormente, y a pesar <strong>de</strong> que el Estado Mo<strong>de</strong>rno <strong>de</strong> albores<strong>de</strong>l siglo XX se fundó sobre la igualdad jurídica <strong>de</strong> <strong>de</strong>rechos y obligaciones <strong>de</strong> los mexicanos ensu condición <strong>de</strong> ciudadanos, <strong>de</strong> facto a los grupos étnicos se les negó el <strong>de</strong>recho a un modo <strong>de</strong> vidadiferente y a organizarse <strong>de</strong> acuerdo a sus tradiciones y prácticas sociales. Tras la revolución armada ycon la fundación <strong>de</strong>l Partido-Estado se elaboró un proyecto <strong>de</strong> nación que buscaba crear una Estadounificado a través <strong>de</strong> una i<strong>de</strong>ntidad nacional homogénea, que negó la diversidad sociocultural y étnica<strong>de</strong>l país. La publicación, en 1925, <strong>de</strong> La raza cósmica <strong>de</strong> José Vasconcelos, fue parte <strong>de</strong>l proyecto <strong>de</strong>construcción <strong>de</strong> nación. La i<strong>de</strong>a central <strong>de</strong>l texto era el surgimiento <strong>de</strong> una nueva tipo humano (la quintaraza) a través <strong>de</strong>l mestizaje <strong>de</strong> los pueblos; el autor consi<strong>de</strong>raba que el camino <strong>de</strong> los indígenas era lainserción en la vida mo<strong>de</strong>rna. 149 De acuerdo al criterio oficial que <strong>de</strong>fine el ser indígena por la lengua, Chiapas tiene 946,303 indígenas y es el 2do lugar nacional. Discriminación, jóvenes, migrantes e indígenas: libertadas coartadasMas fue Gamio, quien en 1916 con la obra Forjando Patria, <strong>de</strong>lineó la relación <strong>de</strong>l Estado con los gruposétnicos. Gamio afirmaba la necesidad <strong>de</strong> “fortalecer el verda<strong>de</strong>ro sentimiento <strong>de</strong> nacionalidad, que hoydía apenas existe disgregado entre grupos sociales que difieren en tipo étnico y en idioma y divergenen cuanto a concepto y ten<strong>de</strong>ncias culturales.[...] la heterogeneidad étnica <strong>de</strong> la población, que trae consigola no existencia <strong>de</strong> un ambiente verda<strong>de</strong>ramente nacional que inspire una producción intelectual armónicay <strong>de</strong>finida”. 15 Los mestizos, con su “cultura intermedia”, edificarían la “cultura nacional, la <strong>de</strong>l porvenir,la que acabará por imponerse cuando la población, siendo étnicamente homogénea, la sienta y comprenda”.16 Esta postura integracionista que negaba la diferencia socio cultural fue el eje <strong>de</strong> la políticaoficial hacia los indígenas por buena parte <strong>de</strong>l siglo XX.En la segunda mitad <strong>de</strong>l siglo XX, Aguirre Beltrán reformula <strong>las</strong> políticas gubernamentales hacia losgrupos étnicos. La situación dual (ladino/indígena) muy generalizada en el país a principios <strong>de</strong>l siglo XX,según Beltrán, <strong>para</strong> inicios <strong>de</strong> la década <strong>de</strong> los 70, se presentaba <strong>de</strong> manera contenida, únicamente enciertas zonas, <strong>las</strong> <strong>de</strong>nominadas “regiones <strong>de</strong> refugio”. 17 Frente a esto, el propósito <strong>de</strong>l indigenismo era laintegración regional <strong>de</strong> estos ámbitos duales a través <strong>de</strong> la transformación <strong>de</strong> la relación indios-ladinos en“una situación <strong>de</strong> c<strong>las</strong>es, propia <strong>de</strong> los países <strong>de</strong> estructura capitalista”. 18 El proyecto integracionista <strong>de</strong>la década <strong>de</strong> los 70, se realizó mediante los “centros coordinadores” indigenistas, los cuales, posteriormente,pasarían a formar parte <strong>de</strong>l Instituto Nacional Indigenista (INI). La permanencia <strong>de</strong> los indígenasse daría “en el proceso irreversible <strong>de</strong> aculturación que contrae la formación <strong>de</strong>l Estado Nacional”. 19El Estado mexicano no reconoció <strong>las</strong> formas <strong>de</strong> organización propias <strong>de</strong> los grupos indígenas, ni susmanifestaciones culturales. Las instituciones oficiales no buscaban propiciar <strong>las</strong> condiciones <strong>para</strong> que losindígenas tuvieran sus <strong>de</strong>rechos ni “la libertad <strong>de</strong> eligir” 20 la forma en que querían relacionarse con suhistoria, tradiciones y contexto <strong>de</strong> vida. En la época <strong>de</strong>l Estado <strong>de</strong> Bienestar, los gobiernos no cumplieronel pacto social con los grupos étnicos y, durante la mayor parte <strong>de</strong>l siglo XX, no fueron capaces <strong>de</strong>garantizar a cabalidad los <strong>de</strong>rechos sociales en la mayoría <strong>de</strong> los territorios indígenas; no propiciaron laigualdad en el acceso a los servicios básicos que en tanto ciudadanos les correspondían. En la actualidad,y según indicadores <strong>de</strong>l <strong>PNUD</strong> y la Comisión Nacional Para el Desarrollo <strong>de</strong> los Pueblos Indios (CDI),los <strong>de</strong>rechos sociales a la educación, a la salud, a un trabajo justo y bien remunerado siguen siendo una<strong>de</strong>uda pendiente con buen parte <strong>de</strong> los indígenas. 2115 Manuel Gamio.
