October 2010<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Logistics</str<strong>on</strong>g> <str<strong>on</strong>g>Sector</str<strong>on</strong>g><strong>on</strong> <strong>the</strong> Sou<strong>the</strong>rn <strong>Shores</strong> <strong>of</strong> <strong>the</strong> <strong>Western</strong> Mediterranean• Developing a nati<strong>on</strong>al plan for vocati<strong>on</strong>al training.Al<strong>on</strong>gside this new strategy, <strong>the</strong> government is c<strong>on</strong>tinuing <strong>the</strong> process <strong>of</strong> liberalizati<strong>on</strong> andimproving regulati<strong>on</strong>s.<str<strong>on</strong>g>The</str<strong>on</strong>g> set <strong>of</strong> measures is presented in <strong>the</strong> form <strong>of</strong> a performance c<strong>on</strong>tract involving not <strong>on</strong>ly <strong>the</strong>Ministry <strong>of</strong> Equipment and Transport (MET), but also o<strong>the</strong>r ministries and <strong>the</strong> MoroccanBusiness Federati<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> performance c<strong>on</strong>tract will be carried out by means <strong>of</strong>implementati<strong>on</strong> c<strong>on</strong>tracts involving sectoral and horiz<strong>on</strong>tal measures. <str<strong>on</strong>g>The</str<strong>on</strong>g> future MoroccanAgency for <str<strong>on</strong>g>Logistics</str<strong>on</strong>g> Development will take <strong>on</strong> <strong>the</strong> management <strong>of</strong> <strong>the</strong> performance c<strong>on</strong>tract.In Tunisia, <strong>the</strong> government wishes to develop multimodal transport and logistics in order toincrease <strong>the</strong> country's foreign trade. It has set <strong>the</strong> goal <strong>of</strong> improving logistics so that logisticscosts decrease from 20% to 15% <strong>of</strong> GDP.A vast study leading to a series <strong>of</strong> measures was carried out by <strong>the</strong> World Bank incollaborati<strong>on</strong> with <strong>the</strong> Ministry <strong>of</strong> Transport. <str<strong>on</strong>g>The</str<strong>on</strong>g> latter has already got down to work <strong>on</strong> <strong>the</strong>corresp<strong>on</strong>ding acti<strong>on</strong> plan, which is divided into two parts: an assessment <strong>of</strong> <strong>the</strong> logisticssituati<strong>on</strong> in <strong>the</strong> country and a set <strong>of</strong> measures. <str<strong>on</strong>g>The</str<strong>on</strong>g> main specific objectives <strong>of</strong> <strong>the</strong>government plan stemming from <strong>the</strong> assessment are as follows:• To optimize logistics costs: <strong>on</strong>e <strong>of</strong> <strong>the</strong> basic measures envisaged is to develop logisticsz<strong>on</strong>es near ports as well as inland.• To double <strong>the</strong> rail-freight share by raising it from <strong>the</strong> current 3% to 6% by 2014.• To double <strong>the</strong> CTN's share in maritime transport by raising it from 9% to 18%(Presidential Directive).• To promote <strong>the</strong> outsourcing <strong>of</strong> logistics operati<strong>on</strong>s and to make third-party transport morecomm<strong>on</strong>.• To modernize pr<strong>of</strong>essi<strong>on</strong>s related to logistics: forwarding agents, shipping agents,customs agents, etc.<str<strong>on</strong>g>The</str<strong>on</strong>g> acti<strong>on</strong> plan put forward by <strong>the</strong> Ministry <strong>of</strong> Transport aims to develop services andinfrastructure. It c<strong>on</strong>tains 78 strategic and operati<strong>on</strong>al measures. Even if <strong>the</strong> majority implyan initiative <strong>on</strong> <strong>the</strong> part <strong>of</strong> government departments, all require a framework for cooperati<strong>on</strong>with <strong>the</strong> private sector.One <strong>of</strong> <strong>the</strong>se measures is <strong>the</strong> creati<strong>on</strong> <strong>of</strong> <strong>the</strong> Nati<strong>on</strong>al <str<strong>on</strong>g>Logistics</str<strong>on</strong>g> Council chaired by <strong>the</strong> PrimeMinister. Over and above its c<strong>on</strong>sulting functi<strong>on</strong>, <strong>the</strong> council will be in charge <strong>of</strong> overseeingand promoting <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>the</strong> plan. <str<strong>on</strong>g>The</str<strong>on</strong>g> Minister <strong>of</strong> Transport will be involved assecretary to <strong>the</strong> Council.In Algeria, following agreements with <strong>the</strong> European Uni<strong>on</strong>, a programme made up <strong>of</strong> 15projects involving <strong>the</strong> Ministry <strong>of</strong> Transport and receiving European funding is under way.One such project is <strong>the</strong> development <strong>of</strong> <strong>the</strong> new Nati<strong>on</strong>al Transport Plan, which updates <strong>the</strong>preceding versi<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> programme also includes o<strong>the</strong>r initiatives such as a logistics activitiesz<strong>on</strong>e in Oran, an analysis <strong>of</strong> costs and charges, and different regulatory factors.A Project Support Unit (PSU) has been created for follow-up and m<strong>on</strong>itoring. A follow-upcommittee made up <strong>of</strong> Ministry representatives and PSU experts has been assigned to eachstudy and project.128 CETMO
