<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Logistics</str<strong>on</strong>g> <str<strong>on</strong>g>Sector</str<strong>on</strong>g><strong>on</strong> <strong>the</strong> Sou<strong>the</strong>rn <strong>Shores</strong> <strong>of</strong> <strong>the</strong> <strong>Western</strong> Mediterranean October 2010<str<strong>on</strong>g>The</str<strong>on</strong>g> Libyan government’s main strategic approach is <strong>the</strong> development and modernizati<strong>on</strong> <strong>of</strong>an infrastructure that supports <strong>the</strong> activities <strong>of</strong> all modes <strong>of</strong> transport. <str<strong>on</strong>g>The</str<strong>on</strong>g> chief elements <strong>of</strong>this strategy are as follows:• In terms <strong>of</strong> road infrastructure, Libya has a network <strong>of</strong> roads some 34,000 km in length, <strong>of</strong>which 4,000 c<strong>on</strong>stitute a base network. Over <strong>the</strong> next three years 10 billi<strong>on</strong> Libyan dinars(approximately 5.8 billi<strong>on</strong> euros) will be invested in <strong>the</strong> creati<strong>on</strong> or improvement <strong>of</strong> threemajor north-south routes and three east-west routes. Moreover, a strategy has beendeveloped and funds have been allocated to a project to reduce <strong>the</strong> number <strong>of</strong> accidents<strong>on</strong> Libya’s roads.• In terms <strong>of</strong> rail transport, projects are being implemented to create <strong>the</strong> country’s first railnetwork, which will be over 3,100 km l<strong>on</strong>g and boast two lines: <strong>on</strong>e going al<strong>on</strong>g <strong>the</strong> coastand <strong>the</strong> o<strong>the</strong>r going into <strong>the</strong> interior. Progress has already been made in this investmentprogramme with <strong>the</strong> signing <strong>of</strong> c<strong>on</strong>tracts to build 2,000 km <strong>of</strong> track.• <str<strong>on</strong>g>The</str<strong>on</strong>g> government also has a 2010-2012 investment plan for <strong>the</strong> port industry with anumber <strong>of</strong> objectives: leng<strong>the</strong>n <strong>the</strong> wharves and increase <strong>the</strong> storage areas and draught.<str<strong>on</strong>g>The</str<strong>on</strong>g> plan also aims to solve <strong>the</strong> accessibility problems <strong>of</strong> Tripoli and Benghazi ports,which experience <strong>the</strong> greatest difficulties with traffic in <strong>the</strong>ir respective cities. Moreover,two new ports will be created (Zwara and Sirte, <strong>the</strong> latter to be <strong>of</strong>fered to an investor), oralternatively o<strong>the</strong>rs such as Misurata, Tobruk and Derna will be expanded, while two newc<strong>on</strong>tainer terminals will be built at Tripoli and Alkhoms. After <strong>the</strong> plan has beenimplemented, <strong>the</strong> general-cargo handling capacity <strong>of</strong> Libya’s port system will increasefrom 14 to 25 milli<strong>on</strong> t<strong>on</strong>nes per year.• <str<strong>on</strong>g>The</str<strong>on</strong>g> government also wants to create three logistics z<strong>on</strong>es in <strong>the</strong> east, centre and west <strong>of</strong><strong>the</strong> country. At present <strong>the</strong> idea is still undergoing feasibility studies and locati<strong>on</strong>s arebeing examined, although <strong>the</strong>re are no problems anticipated in terms <strong>of</strong> available land(with <strong>the</strong> excepti<strong>on</strong> <strong>of</strong> Tripoli). In terms <strong>of</strong> current improvements in <strong>the</strong> road system, twoyears ago a public company was set up to build petrol stati<strong>on</strong>s and parking areas al<strong>on</strong>g<strong>the</strong> road network, while two inland ports linked to Tripoli and Benghazi ports are to bebuilt.In additi<strong>on</strong> to infrastructure, <strong>the</strong> government is also working <strong>on</strong> improving <strong>the</strong> regulatoryframework and incorporating ICTs into <strong>the</strong> port envir<strong>on</strong>ment. For <strong>the</strong> first acti<strong>on</strong>, <strong>the</strong>government is drawing up laws for rail transport and intermodal transport and laws thatrecognize forwarding agents, am<strong>on</strong>g o<strong>the</strong>r issues. In terms <strong>of</strong> improving import and exportprocesses, projects are being implemented to create a PCS model and implement <strong>the</strong> LSW.C<strong>on</strong>tinuing with <strong>the</strong> <strong>the</strong>me <strong>of</strong> ideas, <strong>the</strong> intenti<strong>on</strong> <strong>of</strong> <strong>the</strong> Libyan government is to turn <strong>the</strong>country into a transit platform between Europe and Africa, by air as well as by sea and land.To this end, <strong>the</strong> government is building new airports and a railway line going towards <strong>the</strong>south <strong>of</strong> <strong>the</strong> country.At present <strong>the</strong>re is no modernizati<strong>on</strong> programme for transport companies, nor are <strong>the</strong>remechanisms to facilitate relati<strong>on</strong>ships between <strong>the</strong> government and <strong>the</strong> different operatorso<strong>the</strong>r than c<strong>on</strong>tact between individuals.3.3.2 <str<strong>on</strong>g>The</str<strong>on</strong>g> Perspective <strong>of</strong> Public and Private Operators in Libya<str<strong>on</strong>g>The</str<strong>on</strong>g> secti<strong>on</strong> below presents <strong>the</strong> perspective <strong>of</strong> <strong>the</strong> public and private operators interviewed<strong>on</strong> <strong>the</strong> subject <strong>of</strong> modernizing <strong>the</strong>ir companies and industries. It also presents <strong>the</strong>ir opini<strong>on</strong>s<strong>on</strong> <strong>the</strong> plans <strong>of</strong> <strong>the</strong> Libyan government and <strong>on</strong> <strong>the</strong> areas requiring <strong>the</strong> most attenti<strong>on</strong>.CETMO 141
