To set up a transport or logistics company, the localpartner must hold at least 35% of the shares.1.3.2 <strong>The</strong> <strong>Logistics</strong> Cluster in Libya: PlayersThis section provides an initial description of the scope of the transport and logistics sectorand of the main kinds of players found within this cluster.Key Overall Data for the Transport and <strong>Logistics</strong> <strong>Sector</strong> in Libya<strong>The</strong> transport, storage and communications sector accounted for 3.67% of Libya’sGDP in 2008. However, this low figure does not reflect the dimensions of the industryin Libya, given that the overwhelming majority of logistics activity is handled internallyand that, for example, the mining and oil industries account for more than 66% ofGDP.With the exception of the port sector, no overall statistical data are available for trafficin the transport and logistics sector.Transport and <strong>Logistics</strong> OperatorsRoad Transport<strong>The</strong> structure of this sector is characterized as follows:• <strong>The</strong>re is no State company operating in the sector.• Major State companies such as the National Oil Corporation, the Steel Company, theNational Mining Corporation and the Libyan Cement Company have their own transport,although they do also use private transport companies.• <strong>The</strong> private transport companies can be divided into three categories: big companies(with more than ten vehicles); small companies (with more than five vehicles); and selfemployedindividuals, which is the largest category.Rail Transport• Rail transport does not yet exist. Two lines are being constructed. Although a finaldecision has yet to be made, it is very likely that in the early stages a State railwaycompany will be created to handle freight and passenger services.Maritime Transport and the Port <strong>Sector</strong>• Libya’s State shipping company, the General National Maritime Transport Company, has24 tankers. It is diversifying its activities. <strong>The</strong> majority of maritime transport services areprovided by large international shipping companies (Maersk, MSC and CMA CGM).• Libya has 18 ports, including commercial ports, industrial ports and those specializing inoil traffic. Its three largest ports are Tripoli, Misurata and Benghazi.<strong>Logistics</strong> Operators42 CETMO
<strong>The</strong> <strong>Logistics</strong> <strong>Sector</strong>on the Southern Shores of the Western Mediterranean October 2010• Effectively, there are no logistics operators in the European mould. <strong>Logistics</strong> services areessentially limited to the organization and coordination of the transport activities of thelargest forwarding agents. <strong>The</strong> large State industrial companies and 90% of traders havetheir own warehouses.• <strong>The</strong>re are very few foreign logistics operators.Clients• Client companies of the logistics industry: In terms of logistics there are three differentkinds of company:Large, State-owned export companies that handle their logistics operations internally.Import companies that have already begun to use the ex-works method and foreigncompanies operating in Libya. <strong>The</strong> latter are demanding more services from Libyanforwarding agents and are pioneers in subcontracting and the modernization oflogistics.<strong>The</strong> rest of the industrial and commercial companies have their own basic internallogistics.Suppliers and Providers• Infrastructure suppliers<strong>The</strong> Ministry of Transportation plans and constructs the infrastructure for all modes oftransport.• Infostructure providersGeneral Post and Telecommunications CompanyLibyan Mobile PhoneLibyan Telecom & TechnologyMattelEricsson• Suppliers of technology, engineering and consulting services• Professional training institutions<strong>The</strong>re are no training bodies specifically dedicated to the transport industry.Support IndustriesTransport authorities• Within the Ministry of Transportation the main bodies concerned with the logisticsindustry are:<strong>The</strong> Directorate of Administration of Land Transport<strong>The</strong> Libyan Ports & Maritime Transport Authority• Other ministries with an involvement in the industry include:CETMO 43
