<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Logistics</str<strong>on</strong>g> <str<strong>on</strong>g>Sector</str<strong>on</strong>g><strong>on</strong> <strong>the</strong> Sou<strong>the</strong>rn <strong>Shores</strong> <strong>of</strong> <strong>the</strong> <strong>Western</strong> Mediterranean October 2010ForewordThis report produced by CETMO 1 follows up <strong>on</strong> <strong>the</strong> work <strong>of</strong> <strong>the</strong> EuroMed Transport Forumand <strong>the</strong> Group <strong>of</strong> Transport Ministers <strong>of</strong> <strong>the</strong> <strong>Western</strong> Mediterranean (GTMO 5+5) inaccordance with <strong>the</strong> guidelines <strong>of</strong> <strong>the</strong> Regi<strong>on</strong>al Transport Acti<strong>on</strong> Plan (RTAP) for <strong>the</strong>Mediterranean regi<strong>on</strong> and <strong>the</strong> c<strong>on</strong>clusi<strong>on</strong>s <strong>of</strong> <strong>the</strong> last meeting <strong>of</strong> <strong>the</strong> GTMO 5+5, respectively.<str<strong>on</strong>g>The</str<strong>on</strong>g> RTAP c<strong>on</strong>tains <strong>the</strong> priority transport activities for 2007-2013 that have been approved by<strong>the</strong> Mediterranean partners. It is an attempt to intensify cooperati<strong>on</strong> with and within <strong>the</strong>Mediterranean regi<strong>on</strong> in terms <strong>of</strong> transport. According to <strong>the</strong> RTAP chapter <strong>on</strong> <strong>the</strong>development <strong>of</strong> integrated multimodal services and, more specifically, Acti<strong>on</strong> 17, improving<strong>the</strong> pr<strong>of</strong>essi<strong>on</strong>alism <strong>of</strong> <strong>the</strong> freight transport industry and promoting <strong>the</strong> development <strong>of</strong>logistic platforms to improve interoperability are key elements to help improve <strong>the</strong> transportsystem in <strong>the</strong> Mediterranean.However, at its latest c<strong>on</strong>ference in Rome in May 2009, <strong>the</strong> GTMO 5+5 decided thatpursuing cooperati<strong>on</strong> with EuroMed Transport Forum projects and initiatives was also apriority. <str<strong>on</strong>g>The</str<strong>on</strong>g> c<strong>on</strong>ference also reached a decisi<strong>on</strong> to promote transport logistics developmentin <strong>the</strong> Maghreb regi<strong>on</strong>, support private operators in <strong>the</strong> sector and make progress towardsbringing <strong>the</strong> Maghreb transport companies up to standard.This report combines <strong>the</strong>se two cooperati<strong>on</strong> models and generally aims to c<strong>on</strong>tribute to <strong>the</strong>improvement <strong>of</strong> logistics and transport services <strong>on</strong> <strong>the</strong> sou<strong>the</strong>rn shores <strong>of</strong> <strong>the</strong> <strong>Western</strong>Mediterranean. As <strong>the</strong> amount <strong>of</strong> air freight services is not yet significant enough, <strong>the</strong>seservices have been temporarily excluded from this report.Several studies (by <strong>the</strong> World Bank, <strong>the</strong> European Investment Bank, <strong>the</strong> EuroMed ForumTransport, etc.) have already been d<strong>on</strong>e <strong>on</strong> this regi<strong>on</strong> <strong>on</strong> <strong>the</strong> topics <strong>of</strong> infrastructure andinfrastructure funding, and operati<strong>on</strong>al problems encountered by logistics chains involved ininternati<strong>on</strong>al trade. However, <strong>the</strong> efficient use <strong>of</strong> transport infrastructure and <strong>the</strong> improvement<strong>of</strong> logistics chains ultimately depend <strong>on</strong> <strong>the</strong> standard <strong>of</strong> <strong>the</strong> companies in <strong>the</strong> sector, i.e.public and private operators.For this reas<strong>on</strong>, <strong>the</strong> study approached <strong>the</strong> sector from <strong>the</strong> viewpoint <strong>of</strong> provisi<strong>on</strong>. It was<strong>the</strong>refore a questi<strong>on</strong> <strong>of</strong> determining <strong>the</strong> current situati<strong>on</strong> regarding services and <strong>the</strong>companies providing <strong>the</strong>m. <str<strong>on</strong>g>The</str<strong>on</strong>g> report also analyses government plans for helping tomodernize operators, as well as companies' opini<strong>on</strong>s <strong>on</strong> <strong>the</strong> most crucial problems to beaddressed.<str<strong>on</strong>g>The</str<strong>on</strong>g> study emphasizes <strong>the</strong> need for more informati<strong>on</strong> <strong>on</strong> <strong>the</strong> logistics sector and companiesand <strong>the</strong>ir envir<strong>on</strong>ment, especially logistics clusters, since <strong>the</strong>ir relati<strong>on</strong>s and level <strong>of</strong>modernizati<strong>on</strong> determine <strong>the</strong> competitiveness <strong>of</strong> <strong>the</strong> sector as a whole.<str<strong>on</strong>g>The</str<strong>on</strong>g> c<strong>on</strong>clusi<strong>on</strong>s and working recommendati<strong>on</strong>s stress, in <strong>the</strong> first place, <strong>the</strong> need for eachcountry to carry through <strong>the</strong> plans currently under way and to integrate operators' most basicproposals, particularly those coming from <strong>the</strong> private sector, which is <strong>the</strong> more dynamic.1<str<strong>on</strong>g>The</str<strong>on</strong>g> Centre Transport Study for <strong>the</strong> <strong>Western</strong> Mediterranean is <strong>the</strong> Technical Secretariat <strong>of</strong> GTMO 5+5.CETMO 1
