October 2010<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Logistics</str<strong>on</strong>g> <str<strong>on</strong>g>Sector</str<strong>on</strong>g><strong>on</strong> <strong>the</strong> Sou<strong>the</strong>rn <strong>Shores</strong> <strong>of</strong> <strong>the</strong> <strong>Western</strong> Mediterranean• <str<strong>on</strong>g>The</str<strong>on</strong>g> GNMTC’s main problem is training pers<strong>on</strong>nel, particularly <strong>the</strong> crews <strong>of</strong> its ships, whoare all Libyan. At present <strong>the</strong>se crews are qualified to Libyan standards but need toreceive better training in order to bring <strong>the</strong>m up to internati<strong>on</strong>al standards, but this is notpossible due to political issues (Libya is not a signatory <strong>of</strong> <strong>the</strong> Paris Memorandum <strong>of</strong>Understanding <strong>on</strong> <strong>the</strong> c<strong>on</strong>trol <strong>of</strong> quality and safety <strong>of</strong> vessels).• Tighter c<strong>on</strong>trol over Libya’s coasts is c<strong>on</strong>sidered necessary to prevent illegal dumping byvessels and tackle <strong>the</strong> current problem <strong>of</strong> polluti<strong>on</strong> <strong>of</strong> Libya’s coastal waters.<str<strong>on</strong>g>The</str<strong>on</strong>g> Perspective <strong>of</strong> Private OperatorsBelow are <strong>the</strong> main comments and proposals put forward by <strong>the</strong> interviewees from privatesectorcompanies and organizati<strong>on</strong>s.In terms <strong>of</strong> activity, <strong>the</strong> opini<strong>on</strong>s expressed and requirements outlined by <strong>the</strong> intervieweesare described below.<str<strong>on</strong>g>The</str<strong>on</strong>g> perspective <strong>of</strong> forwarding agents.<str<strong>on</strong>g>The</str<strong>on</strong>g>re are around 300 forwarding agents in Libya and each <strong>of</strong> <strong>the</strong>m has its own customsagent, as such agents are necessary for carrying out <strong>the</strong> <strong>of</strong>ficial procedures for internati<strong>on</strong>altrade operati<strong>on</strong>s. <str<strong>on</strong>g>The</str<strong>on</strong>g> forwarding agents feel that <strong>the</strong> customs system is changing and arestarting to introduce scanners to speed up manual c<strong>on</strong>trols and IT to process documentati<strong>on</strong>.In general, each company works with fixed clients, as in Libya pers<strong>on</strong>al trust is moreimportant than marketing.<str<strong>on</strong>g>The</str<strong>on</strong>g> main problems faced by this pr<strong>of</strong>essi<strong>on</strong> are as follows:• Forwarding agents are still not defined in legal terms, although <strong>the</strong> Ministry <strong>of</strong>Transportati<strong>on</strong> is preparing legislati<strong>on</strong> to correct this. <str<strong>on</strong>g>The</str<strong>on</strong>g> pr<strong>of</strong>essi<strong>on</strong>s <strong>of</strong> shipping agentand customs agent are defined in legal terms, however, which puts forwarding agents ata competitive disadvantage. For example, <strong>the</strong>y cannot own customs warehouses or carryout dec<strong>on</strong>solidati<strong>on</strong> activities. As forwarding agents are not recognized by customs, <strong>the</strong>ydo not have access to direct informati<strong>on</strong> <strong>on</strong> <strong>the</strong> progress <strong>of</strong> operati<strong>on</strong>s and must maintaina c<strong>on</strong>stant watch over <strong>the</strong>ir cargo in order to fulfil <strong>the</strong> commitments <strong>the</strong>y make to <strong>the</strong>irclients.• In terms <strong>of</strong> internati<strong>on</strong>al trade operati<strong>on</strong>s, forwarding agents face many difficulties incarrying out <strong>of</strong>ficial procedures for temporary import and export using <strong>the</strong> ATA Carnet.<str<strong>on</strong>g>The</str<strong>on</strong>g>refore, it is difficult for <strong>the</strong>m to obtain insurance in Libya and <strong>the</strong>y must obtain itabroad at increased cost.• <str<strong>on</strong>g>The</str<strong>on</strong>g>y have to subc<strong>on</strong>tract road transport, as it is not ec<strong>on</strong>omically viable for <strong>the</strong>m to have<strong>the</strong>ir own fleet <strong>of</strong> vehicles, but <strong>the</strong> quality <strong>of</strong> services available is not high. <str<strong>on</strong>g>The</str<strong>on</strong>g> Ministry <strong>of</strong>Transportati<strong>on</strong> is c<strong>on</strong>sidering a licensing system for all <strong>the</strong> road-transport companies as away <strong>of</strong> ensuring pr<strong>of</strong>essi<strong>on</strong>al levels <strong>of</strong> service, but at present such levels are difficult t<strong>of</strong>ind.This situati<strong>on</strong> has resulted in many forwarding agents being unable to take resp<strong>on</strong>sibility for<strong>the</strong> outcome <strong>of</strong> operati<strong>on</strong>s, as <strong>the</strong>y are <strong>on</strong>ly able to provide <strong>the</strong> means. On <strong>the</strong> o<strong>the</strong>r hand,<strong>the</strong>y are not under any pressure or directed by clients, who nei<strong>the</strong>r complain nor demandspecific levels <strong>of</strong> service.<str<strong>on</strong>g>The</str<strong>on</strong>g> forwarding agents believe that <strong>the</strong> integrati<strong>on</strong> <strong>of</strong> <strong>the</strong> Maghreb would be very positive forall <strong>the</strong> countries in <strong>the</strong> regi<strong>on</strong> but realize that it would be necessary to have comm<strong>on</strong>144 CETMO
