<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Logistics</str<strong>on</strong>g> <str<strong>on</strong>g>Sector</str<strong>on</strong>g><strong>on</strong> <strong>the</strong> Sou<strong>the</strong>rn <strong>Shores</strong> <strong>of</strong> <strong>the</strong> <strong>Western</strong> Mediterranean October 2010A study <strong>on</strong> <strong>the</strong> blueprint for logistics hubs, also currently under way, was also launched in <strong>the</strong>c<strong>on</strong>text <strong>of</strong> <strong>the</strong> Nati<strong>on</strong>al Urban and Regi<strong>on</strong>al Planning Programme (Schéma Nati<strong>on</strong>ald'Aménagement du Territoire, SNAT), by direct order <strong>of</strong> <strong>the</strong> President's <strong>of</strong>fice.In <strong>the</strong> case <strong>of</strong> Libya and Mauritania, <strong>the</strong> situati<strong>on</strong> is <strong>the</strong> following:In Libya, <strong>the</strong> government's main strategic focus is <strong>the</strong> development and modernizati<strong>on</strong> <strong>of</strong> alltransport modes.Over <strong>the</strong> next three years, it will invest €5.81 billi<strong>on</strong> to create or improve three major northsouthroad corridors and three more going from east to west. In <strong>the</strong> rail sector, projects areunder way to provide a first network <strong>of</strong> over 3,100 km <strong>of</strong> track with two branch lines: <strong>on</strong>eal<strong>on</strong>g <strong>the</strong> coast and <strong>the</strong> o<strong>the</strong>r travelling inland. In <strong>the</strong> port sector, <strong>the</strong>re is a governmentinvestment plan (2010-2012) with <strong>the</strong> goals <strong>of</strong> increasing wharf length, storage capacity anddraught.<str<strong>on</strong>g>The</str<strong>on</strong>g> government is also planning to build three logistics z<strong>on</strong>es in <strong>the</strong> east, <strong>the</strong> centre and <strong>the</strong>west <strong>of</strong> <strong>the</strong> country. Apart from infrastructure, <strong>the</strong> government is looking at improvingregulati<strong>on</strong> and incorporating ICTs into <strong>the</strong> port sector.To date, <strong>the</strong>re is no programme for <strong>the</strong> modernizati<strong>on</strong> <strong>of</strong> transport companies, nor are <strong>the</strong>reany mechanisms for relati<strong>on</strong>s between government departments and operators apart fromindividual c<strong>on</strong>tacts.In Mauritania, <strong>the</strong>re is no programme for modernizing <strong>the</strong> transport and logistics sector. <str<strong>on</strong>g>The</str<strong>on</strong>g>Ministry <strong>of</strong> Equipment and Transport (MET) needs to increase its resp<strong>on</strong>sibilities but isswamped by urgent, everyday business, which has precedence over strategy and planning.<str<strong>on</strong>g>The</str<strong>on</strong>g> MET's current scope <strong>of</strong> work includes:Attempting to increase regulati<strong>on</strong> and c<strong>on</strong>trols <strong>on</strong> road transport. <str<strong>on</strong>g>The</str<strong>on</strong>g> government hasdefined a road-safety strategy and created a new inter-Ministerial structure for its applicati<strong>on</strong>.A regulating body for road transport has thus been created to coordinate different sectors.For reas<strong>on</strong>s <strong>of</strong> funding, <strong>the</strong> programme <strong>of</strong> measures to support <strong>the</strong> liberalizati<strong>on</strong> <strong>of</strong> roadtransport has yet to be applied.In <strong>the</strong> port sector, <strong>the</strong>re is a project for enlarging <strong>the</strong> port <strong>of</strong> Nouakchott, with <strong>the</strong> c<strong>on</strong>structi<strong>on</strong><strong>of</strong> a c<strong>on</strong>tainer terminal under c<strong>on</strong>siderati<strong>on</strong>; enlargement <strong>of</strong> <strong>the</strong> mineral terminal at <strong>the</strong> port <strong>of</strong>Nouadhibou will be carried out so<strong>on</strong>.As far as taxati<strong>on</strong> is c<strong>on</strong>cerned, <strong>the</strong> objective is to implement a system <strong>of</strong> taxes in <strong>the</strong>transport sector to enable funding <strong>of</strong> infrastructure and o<strong>the</strong>r costs incurred.<str<strong>on</strong>g>The</str<strong>on</strong>g> Perspective <strong>of</strong> Public and Private OperatorsHaving lost <strong>the</strong>ir m<strong>on</strong>opoly, <strong>the</strong> majority <strong>of</strong> <strong>the</strong> public companies in <strong>the</strong> five countries aredeveloping and implementing strategies in order to retain or improve <strong>the</strong>ir current marketpositi<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> rail sector is, however, <strong>the</strong> excepti<strong>on</strong> to <strong>the</strong> rule, because in <strong>the</strong> three centralMaghreb countries, it faces very str<strong>on</strong>g competiti<strong>on</strong> from private road transport companies.<str<strong>on</strong>g>The</str<strong>on</strong>g> public operators' strategies have two o<strong>the</strong>r characteristics in comm<strong>on</strong>: first, <strong>the</strong>y areextending <strong>the</strong>ir services to <strong>of</strong>fer through transport, a reorientati<strong>on</strong> which may even imply afirst step toward <strong>the</strong> provisi<strong>on</strong> <strong>of</strong> logistics services; sec<strong>on</strong>d, <strong>the</strong>y are potentially c<strong>on</strong>cludingalliances with foreign, private operators to extend <strong>the</strong>ir network <strong>of</strong> services and acquire <strong>the</strong>necessary know-how.CETMO 129
