October 2010<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Logistics</str<strong>on</strong>g> <str<strong>on</strong>g>Sector</str<strong>on</strong>g><strong>on</strong> <strong>the</strong> Sou<strong>the</strong>rn <strong>Shores</strong> <strong>of</strong> <strong>the</strong> <strong>Western</strong> MediterraneanService Provisi<strong>on</strong>• In general, <strong>the</strong> infrastructure, equipment and productivity <strong>of</strong> Libyan ports is c<strong>on</strong>sideredgood by <strong>the</strong> operators interviewed. <str<strong>on</strong>g>The</str<strong>on</strong>g> <strong>on</strong>ly criticisms were in relati<strong>on</strong> to <strong>the</strong> speed <strong>of</strong>passing cargo through <strong>the</strong> ports. Current data <strong>on</strong> <strong>the</strong> operating capacity <strong>of</strong> <strong>the</strong> Libyanport system (not including data for <strong>the</strong> oil and steel industries) are as follows:Capacity, general cargo(milli<strong>on</strong> t/year)14Capacity, TEU 437,000Length, breakwaters (km) 22Length, keywalls (km) 14Hectares (transit, warehouses) 10Hectares (open areas) 150Capacity (passengers) 250,000Draught (m) 13• <str<strong>on</strong>g>The</str<strong>on</strong>g>re is still no PCS allowing every<strong>on</strong>e involved in <strong>the</strong> movement <strong>of</strong> cargo through <strong>the</strong>port to communicate without paper. However, a pilot test has been started in Alkhomsport with <strong>the</strong> goal <strong>of</strong> ensuring that 80% <strong>of</strong> all port procedures are computerized by 2011.<str<strong>on</strong>g>The</str<strong>on</strong>g> system used in <strong>the</strong> test will be applied to all <strong>the</strong> o<strong>the</strong>r ports. At <strong>the</strong> same time, <strong>the</strong>Ministry <strong>of</strong> <strong>the</strong> Ec<strong>on</strong>omy is implementing a project to create a Single Window System(LSW, Libyan Single Window) to facilitate import and export operati<strong>on</strong>s. Both projectsenjoy <strong>the</strong> participati<strong>on</strong> <strong>of</strong> <strong>the</strong> LPMTA and SPC, in additi<strong>on</strong> to o<strong>the</strong>r players.• According to <strong>the</strong> operators interviewed, <strong>the</strong> main problems that limit <strong>the</strong> efficiency andquality <strong>of</strong> service in <strong>the</strong> maritime and port industries are:<str<strong>on</strong>g>The</str<strong>on</strong>g> working hours <strong>of</strong> customs are shorter than those <strong>of</strong> <strong>the</strong> port operators, whichmakes <strong>of</strong>ficial procedures lengthier. Fur<strong>the</strong>rmore, <strong>the</strong> new law <strong>on</strong> <strong>the</strong> movement <strong>of</strong>lorries at night means that lorry drivers cannot enter <strong>the</strong> port to pick up cargo after 4or 5 p.m., which also increases delivery times. <str<strong>on</strong>g>The</str<strong>on</strong>g>se problems are not present inMisurata port, however, where movement between <strong>the</strong> free z<strong>on</strong>e and <strong>the</strong> port ispermitted for l<strong>on</strong>ger periods <strong>of</strong> time and where customs is open l<strong>on</strong>ger.<str<strong>on</strong>g>The</str<strong>on</strong>g> shipping agents interviewed felt that freight spent too l<strong>on</strong>g in <strong>the</strong> port (around 10to 12 hours, which is particularly l<strong>on</strong>g for foreign companies).<str<strong>on</strong>g>The</str<strong>on</strong>g>re is a lack <strong>of</strong> space to store c<strong>on</strong>tainers, although projects are being implementedto c<strong>on</strong>struct two new c<strong>on</strong>tainer terminals.Customs <strong>of</strong>ficials and operators lack knowledge and experience <strong>of</strong> how to handlehazardous products.Tripoli port is crowded and <strong>the</strong>re are major obstacles to improving its accessibilityowing to <strong>the</strong> pressures <strong>of</strong> city traffic. <str<strong>on</strong>g>The</str<strong>on</strong>g> Ministry <strong>of</strong> Transportati<strong>on</strong> is c<strong>on</strong>sidering <strong>the</strong>opti<strong>on</strong> <strong>of</strong> turning <strong>the</strong> port into a specialized cruise port and moving its cargooperati<strong>on</strong>s to <strong>the</strong> neighbouring Zwara and Alkhoms ports. A fur<strong>the</strong>r problem is <strong>the</strong>cost <strong>of</strong> road transport: for example, <strong>the</strong> journey from Misurata to Tripoli (200 km)costs US$150, while <strong>the</strong> journey from Tripoli to <strong>on</strong>e <strong>of</strong> <strong>the</strong> surrounding towns (30 km)costs US$250.50 CETMO
