Descripti<strong>on</strong> <strong>of</strong> <str<strong>on</strong>g>Logistics</str<strong>on</strong>g> Clusters <strong>on</strong> <strong>the</strong> Sou<strong>the</strong>rn <strong>Shores</strong>: OverviewFigure 1.1.1 Populati<strong>on</strong> Distributi<strong>on</strong> and Network <strong>of</strong> Infrastructure in <strong>the</strong> MaghrebIn terms <strong>of</strong> <strong>the</strong> ec<strong>on</strong>omic and regulatory c<strong>on</strong>text which underpins and c<strong>on</strong>diti<strong>on</strong>s <strong>the</strong>transport and logistics sector, <strong>the</strong> following factors are <strong>of</strong> note:In <strong>the</strong> case <strong>of</strong> Morocco and Tunisia, <strong>the</strong>re are explicit ec<strong>on</strong>omic policies for tighteningrelati<strong>on</strong>s with <strong>the</strong> European Uni<strong>on</strong> and creating nearshoring z<strong>on</strong>es to attract as muchbusiness as possible. Algeria, for its part, is placing its hopes <strong>on</strong> <strong>the</strong> significantresources it has available, as well as a framework for internal development. In Libya,<strong>the</strong> government has adopted <strong>the</strong> model <strong>of</strong> using oil to generate growth, diversify <strong>the</strong>ec<strong>on</strong>omy and lower unemployment. Mauritania, for its part, relies <strong>on</strong> its four basicec<strong>on</strong>omic sectors: three <strong>of</strong> <strong>the</strong>m traditi<strong>on</strong>al (mining, agriculture and fishing) and <strong>on</strong>emore recent (oil).All <strong>the</strong> countries are involved in a process <strong>of</strong> industrial development, with morediversity in Morocco and Tunisia and more focus <strong>on</strong> <strong>the</strong> energy sector in Algeria.Numerous investment programmes and projects are under way in <strong>the</strong> three centralMaghreb countries. <str<strong>on</strong>g>The</str<strong>on</strong>g>y aim to improve linear infrastructure (roads and railways) inorder to develop a network <strong>of</strong> logistics hubs to c<strong>on</strong>centrate traffic, improve transportorganizati<strong>on</strong> and intermodality, and serve as a basis for logistics provisi<strong>on</strong>s meetingmodern standards. In Libya, an ambitious development programme <strong>of</strong> road and portinfrastructure and <strong>the</strong> creati<strong>on</strong> <strong>of</strong> hi<strong>the</strong>rto n<strong>on</strong>-existent rail infrastructure is under way.In Mauritania, infrastructure is also an important policy objective <strong>of</strong> <strong>the</strong> government,which is anxious to reinforce links with <strong>the</strong> o<strong>the</strong>r Maghreb countries and create ac<strong>on</strong>vergence point between <strong>the</strong> north <strong>of</strong> <strong>the</strong> c<strong>on</strong>tinent and Sub-Saharan Africa.Proporti<strong>on</strong>ally, <strong>the</strong> foreign general-cargo sector is larger in <strong>the</strong> Moroccan andTunisian ec<strong>on</strong>omies. <str<strong>on</strong>g>The</str<strong>on</strong>g> increased requirements <strong>of</strong> this type <strong>of</strong> chain in terms <strong>of</strong>20 CETMO
