The service is of such a specialized and qualitative nature that the performance ofthe service cannot be reasonably described by written specifications because:In addition to the specialized knowledge oftelecommunications and skills required bythe prospective consultant, it is also essential that the consultant have extensiveexperience and familiarity with the <strong>City</strong>'s telecommunications and datacommunications vendors. It is unlikely that the <strong>City</strong> can predict the specific telecomissues which may arise with sufficient precision to develop written specifications.4. Describe the informal solicitation of quotations:It is impracticable to solicit quotations as this process would require prospectivevendors to become intimately familiar with the <strong>City</strong>'s current telecommunicationsinfrastructure. It is unlikely that a firm unfamiliar with this infrastructure would beable to fully assess the complexity of <strong>Jersey</strong> <strong>City</strong>'s telecommunications and datacommunications in order to provide an adequate cost estimate ofthe work to beperformed.5.
