Lesser amounts offill materials and/or topsoilfill were observed in constrction excavations located in thesoutheastern and norteastern portionsof the propert.Based on the results of the ,limited sampling conducted by MTA, and the direction ofthe <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>, MTA contacted the NJDEP Hotline to report the detected levels oflead and B(a)P in the fill. NIDEPassigned NJDEP Case No. 09-06-29-1604-04 tö theHotline notification. Furher, MTAèompleted ,a Sensitive Population and Resourcesassessmenta.d prepared a SensitivePopulatiön and Resources checklist that was submitted toNJDEP in accordance with N.J.A.C. 7:26E. 'We understand that it is desired to conduct a remedial investigation of the historic fillidentified at the Hamilton Park propert. . Based on the findigsofthe remedial invëstigation,MTA wîl consult with representatives oime Cltý of <strong>Jersey</strong> Ctty Division of ATchitectueandprepare a Memorandum of Agreement(MOA) Application anda Remedial Action Workplan(RW) for submission to NJDEP as part of the Volunta Cleanup Program.Purpose and ScopeofWorkThepurose of our services will be topedorm a remedial investigation of historic filllocated at the Hamilton Park propert~ To accomplish this purose, we haveor wil pedormthe following work items:a notification sign that was mstalled at the"propert in accordimce with N.J.A.C. 7:26E-1.4, còmpleted aSensitivePopulation and Resources assessment, and prepared a SensitivePopulation and Resources checklist that was sùbmitted to NJDEP in1) as requested, MT Apreparedaccordance with N.J.A~C. 7:26£-1.4;2) conduct a remedial investigation of historic fill located at the HamiltonPark proiiert. Based on the sizeof the propert, a total of 23 testpitswil be advanced through. the fill materials to the underlyig. natUalsoils at a frequency of atleast 4 test pits per acre in accordance withNJDEP protocol. We understand that the backhoe will beprovided andtest pits wil be dug by representatives of Green Constrction;3) obtain representative samples of the topsoil, underlyig historicfil1 andnatual soils for laboratory testing at a certified laboratory inaccordance with NJDEP protocol. The materials encountered in thetest pits will be screened in the field for volatile organic compoundsusing a calibrated photoiönization detector (Pil);
