ON SUNDAY,SEPTEMBER 20, 2009 AND MONDAY, SEPTEMBER 21, 2009 AT THEREQUEST OF THE ALTA WHEED CENTERCROSS FOR THEPURPOSE OF A MOSLEM HOLY DAY 'EID'RAT'" "'~i:WHEREAS, the Division of Engineering, Traffic and Transportation has received anapplication from Altawheed CenterCross to close Logan Avenue from West Side Avenue toWales Avenue beginning 7:00 a.m. and ending 7:00 p.m.on Sunday, September 20,2009 andMonday, September 21, 2009 for the purpose of a Moslem Holy Day 'Eid; and .WHEREAS, in accordance with the provisions of Section 296-71and 296-72, a streetmay be temporarily closed for a block pary or any recreational event to be conducted within anarea not exceeding one city block under certin conditions;WHEREAS, when one or more of the required conditions fòr a street closing are notmet, in accordance with Section 296-74 (B) the Traffc Engineer may recommend to the CityCouncil that one or more of the requirements of Sections 296-71; 296-72 and 296-73 be waived;andWHEREAS, the request to close Logan Avenue does not meet one or more of therequirements set forth in Section 296-71(B)(C)(D); 296-72(B)(2) and 296-73(0) because theapplicant is a non-resident of the area requested to be closed and the event is staring earlier andending later than permitted and the event is being held on a weekday; andWHEREAS, the closing of Logan Avenue will not affect public safety or convenience,and in accordance with the provision of Section 296-74 (B) and the applicant has made a requestto the City Council that the aforementioned requirements set forth in Section 296-71; 296-72 and296-73 be waived. .NOW THEREFORE BE IT RESOLVED, that the Municipal Councilvia adoption ofthis resolution authorizes the closing of Logan Avenue from West Side Avenue to Wales Avenuebeginning 7:00 a.m. and ending 7:00 p.m. on Sunday, September 20, 2009 and Monday".
