Resolution of the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>, N.J.<strong>City</strong> Clerk File No.Agenda No.Approved:Res. 09-7411O~Z.13SEP 0 9 2009TITLE:Co ",'ç,'tRESOLUTION AUTHORIZING THE AWARD OF CONTRACT TO MILLENN RAi:r.COMMUNICATIONS GROUP, INC., FOR PROVIING SURVEILLANCECAMERAS AND SERVICES TO THE OFFICE OF EMERGENCY MAAGEMENTWITHOUT PUBLIC BIDDING.WHEREAS, the Office of Emergency Management (OEM) desires to construct a state of the aremergency center in its headquarters at 715 Summit Avenue to enhance the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>'sdomestic preparedness; and.WHEREAS, there exists the need for additional surveillance cameras on the <strong>Jersey</strong> <strong>City</strong> Waterfrontdistrict connected to the <strong>Jersey</strong> <strong>City</strong> CCTY facility and the <strong>Jersey</strong> <strong>City</strong> Office of EmergencyManagement Emergency Operations Center; andWHEREAS, Resolution 07-054 approved on March 11,2009 authorized the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>New <strong>Jersey</strong> Offce of Homeland Security and Preparedness(<strong>City</strong>) to accept a grant from the State ofFiscal Year 2008 Urban Areas Security Initiative Program; andWHEREAS,the grant authorizes the <strong>City</strong> to purchase surveillance cameras; andWHEREAS, N.J.S.A.. 52:34-10.6(c) authorizes the <strong>City</strong> to purchase equipment paid for orreimbursed by federal funds awarded by the U.S. Department ofHomeland Security without publicbidding if the contractor either (1) is a holder of a current State contract for the equipment, or (2) isparticipating in a federal procurement program established by a federal department or agency, or (3)has been approved by the State Treasurer in consultation with the New <strong>Jersey</strong> Domestic SecurityPreparedness Task Force; andWHEREAS, Millennium Communications Group, Inc. (Millennium), is participating in afederalprocurementprògram established by a federal department or agency and is the holder of GeneralServices Administration Contract GS-35F-0220R; andWHEREAS, Millennium has submitted a proposal to provide and install surveilance cameras forthe sum of $500,000.00; andWHEREAS, funds in this amount are available in Urban Area Security Initiative-Fire (OEM)Account No.: 02~213-40-972"310.NOW, THEREFORE BE IT RESOLVED, by the Municipal Council ofthat:the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>1. Ptrsuant to N.J.S.A.52:34-1O.6(c), acontract is awarded to Millennium CommunicationsGroup, Inç.,the holder of GSA Contract GS-35F-0220R, in the amount of $500,000.00 toprovide and install surveillance cameras.2. Subject to such modifications as deemed necessary or appropriated by Corporation Counsel,the Mayoror Business Administrator is authorized to execute the agreement prepared by thePurchasing Agent. '3. The award of this contract shall be subject to the condition that Milennium Communications()./I . Group, Inc", provide satisfactory evidence of compliance with the Affrmative Action, (70/1'11 amendments to the Law Against Discnmination, N.J.S.A. 10:5-31, ~gm.
