C. Special Counsel shall report to the Corporation Counsel when he or she hasbiled 70% of total contract amount. Special Counsel shall not be paid for services unless priorapproval by the Corporation Counsel once Special Counsel reaches the 100% threshold.D. The Corporation Counsel reserves the right to terminate this agreement at anytime for any reason whatsoever. Upon termination, Special Counsel shall be paid for servicesrendered up to the date of termination. Thereafter, this agreement shall be null and void withno further rights or obligations emanating therefrom.E. This agreement shall not become effective and Special Counsel shall provide noservices under this agreement until he or she has executed the following documents:(1) Minority/Woman Business Enterprise Questionnaire;'-(2) Procurement and Service Contracts, Language" A";(3) Mandatory Business Registration.Biling Practices and Other Guidelines ProceduresDisbursements should be charged only on the basis of the actual direct out-of-pocket cost. to the Special Counsel and biled with sufficient detail to permit assessment of their compliancewith the following guidelines: (I) in the case of photocopying, the per page charge not to exceedfifteen cents ($.15) per page; (ii) in the case of facsimile transmittal, the per page charge not toexceed one dollar and fifty cents ($1.50) per page; and (iii) charges for mileage and parking shallnot be charged to the City.The City expects that the Special Counsel wil need to obtain the services of third-partiessuch as court reporters, investigators, consultants, experts, title companies, appraisers, messengerservices, etc., in order to carry out their assignents and wil contract with those service providers
