Resolution of the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>, N.J.<strong>City</strong> Clerk File No.Agenda No.Approved:Res. 09-74810.Z.20SEP 0 9 2009TITLE:RESOLUTION AMENDING AN EXTRAORDINARYUNSPECIFICIABLE SERVICES AGREEMENT WITH PAULSORIERO T/A PROACTIVE PLANNING ASSOCIATES TOCONDUCT CITIZEN EMERGENCY RESPONSE TRAINING (CERT)AND NATIONAL' INCIDENT MANAGEMENT SYSTEM (NIMS)TRAINING FOR THE OFFICE OF EMERGENCY MANAGEMENTCOUNCIL OFFERED AND MOVED ADOPTION OF THE FOLLOWINGRESOLUTION:WHEREAS, the Office of Emergency Management has a need to conduct CitizenEmergency Response Training (CERT) and the National Incident ManagementSystems (NIMS) in order to better prepare the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> to handleemergencies; andWHEREAS, CERTINIMS members give critical support to first responders inemergencies, provide immediate assistance to victims, organize spontaeousvolunteers at a disaster site, and collect disaster intelligence to support first responderefforts; andWHEREAS, CERTINIMS members receive basic-level training in Basic First Aid,Family Disaster Preparedness, Disaster Fire Suppression, Medical Operations,Disaster Mental Health, Basic Emergency Management, and Disaster Simulation; andWHEREAS, CERT training must be provided by a trainer who has completed theprogram offered by the NJOEM Emergency Management Bureau; andWHEREAS, the <strong>City</strong> of <strong>Jersey</strong> has previously awarded a contract to ProáctivePlaning Associates to perform these services pursuant to the statutory provision ofN.J.S.A 52:34-1O.6(c)in theamount of$80,OO.OO;an~WHEREAS, the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> has received a proposal in the amount of$44,444.44 from Proactive Planing Associates to provide additional training; andWHEREAS, the proposal submitted by Proactive Planing Associates wil meet the<strong>City</strong>'s needs; andWHEREAS, Proactive Planning Associates has agreed to provide and deliver andservices in the maner specified by the Offce ofEmergency Management; andWHEREAS, the <strong>City</strong> Purchasing Agenthas certified that he considers said proposalto be fair and reasonable; andWHEREAS, the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> has received a received. a grant for FY08 in theaniount of$44,444.44 to be used for the continuance of conducting the CERT INMSprogram; and
