Resolution of the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>, N.J.<strong>City</strong> Clerk File No.Agenda No.Approved:Res. 09-72010.RSEP 0 9 2009'TITLE:RESOLUTION AUTHORIZING THE ACCEPTANCE AND EXECUTION OF A GRANTAGREEMENT BETWEEN THE CITY OF JERSEY CITY AND THE .NEW JERSEYDEPARTMENT OF COMMUNITY AFFAIRS FOR FUNDING UNDER THENEIGHBORHOOD STABILIZATION PROGRAM (NSP)COUNCILfollowing resolution:offered and moved adoption of theAPPROVED:APPROVED:WHEREAS, the New <strong>Jersey</strong> Department of Community Affairs (DCA) has been designatedas the State Agency to administer $51,470,620 in Neighborhood Stabilization Program (NSP)funds from the U.S. Department of Housing and Urban Development (HUD) for the purposeof stabilizing neighborhoods that have been impacted by foreclosures, propertyabandonment and subprime loans; andWHEREAS, the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> applied for and was awarded State NeighborhoodStabilization Program (State-NSP) funds in the amount of $1,700,000; andWHEREAS, the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> through its Divisionof Community Development (DCD),desires to accept Grant Agreement No. 2009-02293-1734-00 from the State of New <strong>Jersey</strong>Department of Community Affairs (DCA); andWHEREAS, State-NSP funds wil be used to, acquire and rehabilitate foreclosed andabandoned properties, demolish abandoned properties and construct new housing units onMonticello Avenue; andWHEREAS, the State-NSP award period is from May 8, 2009 through September 9,2010and all funds must be liquidated by December 8, 2010.NOW, THEREFORE, BE IT RESOLVED by the Municipal Council of the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>that:1. The Mayor or Business Administrator is hereby authorized to accept and executeGrant Agreement No. 2009-02293-173400 with the New <strong>Jersey</strong> Department ofCommunity Affairs for the purpose of accpting State Neighborhood StabilizationProgram (State-NSP) funds.2. Be it further resolved, that the Mayor and/or Business Administrator are authorized tosign the Neighborhood Stabilization Program (NSP) Grant Agreements and any otherdo uments necessary in connection therewith.
