Concise Description of the Program, Project or Plan Proposed in the Resolution:Amend a professional engineering services contract to Medina Consultants, P.C. to include additionaldesign and subsurface investigation work.Under the base contract, Medina Consultants, P.C. wil Design and Prepare Construction Plans andSpecifications for the Newark Avenue Roadway Improvements Phase 3 Project. Streetscape improvementsfrom Coles Street to the Bridge over Conrail west of 7th Street wil consist of charcoal gray curb and sidewalk,handicapped curb ramps with detectable waming surface, reconstruction of basement and coal storagevaults under the sidewalk as required, decorative street lights, replacement and/or resetting of catchbasin,water valve box and manhole castings, milling and resurfacing of the roadway, new traffic striping andsigns, polymer-resin imprinted crosswalks, video image detectors, planting.of new trees, benches anddecorative trash receptacles.Roadway improvements from Bridge over Conrail to Summit Avenue wil consist of new curb, sidewalk,handicapped curb ramps with detectable waming surface at intersections, milling, paving, replacementand/or resetting of catchbasin, water valve box and manhole castings, new traffc striping and signs, videoimage detectors and polymer resin imprinted crosswalks. .4. Reasons (Need) the Proposed Program, Project, etc:Newark Avenue is currently in poor condition with deteriorating curbs, sidewalks, asphalt pavement. traffcstriping and a lack of traffic signs. In addition, the area surrounding the firehouse at Newark Avenue andMerseles Street is in a poor condition. Also, underground basements, coal storage vaults and oil storagetanks which may lie undemeath <strong>City</strong> sidewalks need to be located.5. Anticipated Benefits to the Communit:Newark Avenue Roadway Improvement Project wil improve pedestrian and vehicular traffc flow andsafety, decrease air pollution, improve aesthetics and encourage shopping and future redevelopment.6. Cost of Proposed, Program or Purchase: (If equipment purchase, What does it Replace: How wil the Programor Purchase be Funded)$4,300,000.00 American Recovery and Reinvestment Act Grant for Construction$ 143,000.00 Medina Consultants, P.C.
