Wrigley, AlA, Chief ArchitectContract for Archaeological Compliance ServicesThis is to request your approval of a resolution authorizing a contract to be executed as follows:Firm:Cost:Period:Purpose:Hunter Research, Inc.$30,449.00Twelve (12) monthsTo provide archaeological research & services in connection with Phase 2Restoration of the Apple Tree House (leA Project # 07-027), as mandated bythe requirements of the New <strong>Jersey</strong> Historic Trust (NJHT) grant.This is requested to be awarded without competitive bids as an Extraordinary, UnspecifiableService il.J.S.A. 40A:I 1-5(1)(a)(ii)). I do hereby certify as follows:1. The <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> has previously entered into an agreement with Holt Morgan RussellArchitects for design services for the Apple Tree House Restoration in various phases. Thiscollaboration has yielded an Historic Structures Reportistoric Preservation Plan that hasso far generated more than $2.5 milion in grants from various county and state agenciestowards restoration. One of these agencies is the New <strong>Jersey</strong> Historic Trust (NJHT), whichis providing $575,000 for the interior restoration (Phase 2) ofthe building. One oftherequirements for this grant is for the owner to provide an archaeologic documentation ofartifacts found in and around the project site. Artifacts found help provide an interpretivestory of life at the time of the founding of Old Bergen, as well as those period leading up tothe Revolutionary War and thereafter.2. The Contract meets the provisions ofN.J.S.A. 40A:11-5 (I)(a)(ii) because the performanceof these services require a consultant with specific knowledge archaeology, history,sociology, agriculture, as well as architecture and structural technology in order to performthe tasks required. Hunter Research, Inc. has demonstrated specific technical expertise inarchaeologic study as it relates to colonial American history.3. The service is of such a "specialized and qualitative nature that the performance of theservice cannot be reasonably described by written specifications because the performance ofthe services requires a blend of various fields of expertise as ilustrated above.4. A proposal for services was solicited from Hunter Research, Inc. only, due to the fact thattheir previous consulting work on this project in an advisQry capacity represents a morethorough understanding of the history in Hudson and Bergen Counties, as it relates tocolonial American history. .
