YSEP 0 9 2009TITLE:RESOLUTION AUTHORIZING AN AGREEMENTWITH MICROSYSTEMS-NJ FOR THE SUPPORT OFPROPRIETARY COMPUTER HARDWAREAND SOFTWARE SYSTEMSCOUNCILoffered and moved adoption of the following resolution:WHEREAS, funds must beal10cated for the continued support ofproprietar hardware andsoftware systems for the Tax Assessment/Collection Divisions; and .WHEREAS, MICROSYSTEMS-NJ hasagreed to provide the goods and services specified asnecessar by the Division ofInformation Technology; andWHEREAS, the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> has received a proposal from MICROSYSTEMS-NJ in thetotal amount for a one year period of$33,000.00; andWHEREAS, the <strong>City</strong> Purchasing Agent has certified that he considers said proposal to be faiand reasonable; andWHEREAS, fuds are available in the following accunt:Administration!ivision of Information TechnologyAcct. No. 01-201-20-140-314 AMT.$33,000.00WHEREAS, MICROSYSTEMS-NJ has completed and submitted a Business EntityDisclosure Certification wluch certifies that MICROSYSTEMS-NJ has not made any reportablecontributions to the political or candidate commttees lited in the Business Entity DisclosureCertification in the previous one year (2005 contnbutions are exempt), and that the contract wilprohibit MICROSYSTEMS-NJ from making any reportable contnbutions durig the term ofthe contract; andWHEREAS, MICROSYSTEMS-NJ has submitted a Chapter 271 Politica ContnbutionDisclosure Certification at least 10 days prior to the award ofthi contract.WHEREAS, N.J.S.A 40A:ll-5(1) (dd) authories the <strong>City</strong> to award a contract without publicadvertising if said contract is for goods or services to support or maitain proprietar computerhardware and software aleady owned by the <strong>City</strong>; andWHEREAS, the <strong>City</strong> is acquirg these servce directly and openly as a statutoriy penttedcontract puruat to the proviions ofN.J.S.A. 19:44A-20.5 (Pay-to-Play Law).
