Resolution of the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>, N.J.<strong>City</strong> Clerk File No.Agenda No.Approved:TITLE:Res. 09-74210.Z.14SEP 0 9 2009RESOLUTION AUTHORIZING THEA WARD OF CONTRACTCOMMUNICATIONS GROUP, INC., FOR PROVIDING SURVEILLANCETO MILLENN RAi:pCAMERAS FOR AND SERVICES TO THE OFFICE OF EMERGENCYMANAGEMENTIHOMELAND SECURITY WITHOUT PUBLIC BIDDING.WHEREAS, the Offce of Emergency Management (OEM) desires to construct a state of the artemergency center in its headquarters at 715 Summit Avenue to enhance the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>'sdomestic preparedness; and\VHEREAS, there exists the need for surveillance cameras for the <strong>Jersey</strong> <strong>City</strong> Potable Watershedswhich will be connected tothe <strong>Jersey</strong> <strong>City</strong> CCTV facility andManagement Emergency Operations Center; andthe <strong>Jersey</strong> <strong>City</strong> Office ofCoEmergencyWHEREAS, Resolutionc0jc.OS4 approved oa't¡ifchFl,2009authorized the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>(<strong>City</strong>) to accept a grant from the State of New <strong>Jersey</strong> Office of Homeland Security and PreparednessFiscal Year 2008 Urban Areas Security Initiative Program; andWHEREAS, the grant authorizes the <strong>City</strong> to purchase surveillance cameras; andWHEREAS, N.J.S.A. 52:34-1O.6(c) authorizes the <strong>City</strong> to purchase equipment paid for orreimbW'sed by tèderal funds awarded by the U.S. Department ofHomeland Security without publicbidding if the contractor either (1) is a holder ofa current State contract for the equipment, or (2) isparticipating in a federal procurement program established by a federal deparment or agency, or (3)has been approved by the State Treasurer in consultation with the New <strong>Jersey</strong> Domestic. SecurityPreparedness Task Force; andWHEREAS, Millennium Communications Group, Inc. (Millennium), is participating in a federalprocurement program established by a federal department or agency and is the holder of GeneralServices Administration Contract GS-35F-0220R; andWHEREAS, Millennium has submitted a proposal' to provide and install surveillance cameras forthe sum of$850,000.00; andWHEREAS, funds in this amount are available in Urban Area Security Initiative-Fire (OEM)Account No.: 02-213-40-972-310.NOW, THEREFORE BE IT RESOLVED, by the Municipal Council ofthat:the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>1. Puruant to N.J.S.A. 52:34-10.6(c), a contract is awarded to Millennium CommunicationsGroup, Inc., the holder of GSA Contract GS-35F-0220R, in the amount of $850,000.00provide and install surveillance cameras.to2. Subject to such modifications as deemed necessar or appropriated by Corporation Counsel,the Mayoror Business Administrator is authorized to execute the agreement prepared by thePurchasing Agent.3 . The award ofthis contract shall be subject to the condition that Millennium CommunicationsQ..
