As recommended in my inaugural address to your honorable board on<br />

January 6, 1930, and the unemployment question being so serious at this<br />

time, I respectfully request your approval <strong>of</strong> the establishment <strong>of</strong> a Municipal<br />

Employment Service and the employment .<strong>of</strong> a commissioner, assistant<br />

commissioner and such clerical assistants as needed. Estimated annual expease<br />

<strong>of</strong> a Municipal Employment Service to be approximately $7,500 a year<br />

for which I shall recommend an appropriation at a later date.<br />

It is my recommendation.that ..this Municipal. Employment Service<br />

be established at once, and necessary expenses incurred, in anticipation<br />

<strong>of</strong> the usual appropriation.<br />

As recommended in my inaugural address to your honorable board on 43321<br />

January 6, 1950, 1 respectfully inform you that I de.slre to. negotiate as soon<br />

as possible, with several architects to arrange for the cons,truction^<strong>of</strong>_a new<br />

police station, two new fire stations, and two new elementary schools, said<br />

plans to be explained in full at a later date.<br />

To fulfill my recommendations, it will be .necessary to petition<br />

the General Court for authority to borrow outside, .the statutory limit<br />

<strong>of</strong> indebtedness the amount <strong>of</strong> one million, two hundred .thousand dollars,<br />

($1,200,000) before Saturday January 11, 1930, the last day for filing bills<br />

in the legislature.<br />

I shall recommend an appropriation at a later date to cover<br />

expenses <strong>of</strong>. an architect.<br />
