of publicity, the way which was illegal and forbidden by Section '62, Chapter
44 of the General Laws, that of attempting to raise the city budget by a
legislative order. And as a further indication of their insincerity, at the
same meeting they both voted for the annual budget which did not include the
propcs ed increase, thus making it impossible'-for me to grant an increase
at this time.
In-view of these facts, and of 'the illegallity of the order, I am
compelled to return this order without my approval. • '

Motion and order appropriating $20,000 for increase in wages of city labor-
ers, was returned with the foregoing veto
message. The vote was by roll call, 16 Alder-
men voting in the affirmative, 4 Aldermen vot-
ing in the negative, the president, not vot-
ing and the order was passed over the mayor's
veto.

notice that Elizabeth Campbell, Mary L.,Field, Mrs. S. A. Strong, May J.
Hills of Somerville (and sixty other persons not residents of Somerville)
have filed application for certificate of incorporation under the name of
Boston Causer Club, for the purpose of the following: To perpetuate the
work started in this city by Dr. Hauser to carry forward the local work of
The New School of Health, to further the well-being of each member through
the increased knowledge and inspiration brought about by united effort along
the lines of perfect health, said communication being accompanied by a re-
port from the chief of police stating that upon investigation he does not
find that any of the above mentioned applicants have ever been engaged in"
the illegal selling of intoxicating liquor or in keeping places or tene-
ments used for the purpose of illegal gaining, or in any other business or
vocation prohibited by law or are persons of ill repute.
Placed on file and certificate to be forwarded to the secre-
tary signed by members of'the board.
