Whereas, at the request <strong>of</strong> the Chairman <strong>of</strong> said Committee a<br />

Special Tercentenary School Committee has also "been appointed to cooperate<br />

in furthering said plans, which committee has on several occasions met with<br />

the said Aldermanic Committee, and<br />

Whereas, the Mayor has promised for the past three,months to<br />

name a Citizens 1 Advisory Committee to cooperate with the said Aldermanic<br />

Committee, but to date only the-Chairman <strong>of</strong> said Citizens 1 Committee has<br />

been named, and who was requested to sit in at the joint meetings <strong>of</strong> the<br />

above named Committees, over which said joint meetings the Chairman <strong>of</strong> the<br />

Aldermanic Committee has presided and acted as Chairman, and<br />

Whereas, due to the lack <strong>of</strong> cooperation and unsympathetic attitude<br />

<strong>of</strong> His Honor the Mayor, and his neglect to appoint a Citizens* Committee<br />

as promised, it was voted some time ago by the Aldermanic Tercentenary<br />

Committee to proceed with its Tercentenary plans without waiting any longer<br />

for the appointment <strong>of</strong> said Citizens' Committee, and<br />

Whereas, said Aldermanic Committee had planned and arranged<br />

an appropriate and fitting program for <strong>Somerville</strong> 1 s observance <strong>of</strong> the Tercentenary<br />

year, and in furtherance <strong>of</strong> which program letters to every organization<br />

in the <strong>City</strong> <strong>of</strong> <strong>Somerville</strong> <strong>of</strong> every nature and description had been<br />

prepared, requesting their cooperation and participation, and<br />

Whereas, said communications were about to be put into the<br />

mails for delivery when the Mayor unjustifiably and illegally -seized and conflscated<br />

all said communications and prevented them from being forwarded to<br />

the -aforesaid organizations. -V<br />

Be it Therefore Resolved, that this Bdard <strong>of</strong> Aldermen in regular<br />

meeting assembled condemns the actions <strong>of</strong> the Mayor in seizing said communications<br />

as an unjustifiable, unwarranted, ungentlemanly and illegal interference<br />

with the rights, duties and powers <strong>of</strong> the Legislative Branch <strong>of</strong><br />

our city government, and constitutes a direct insult and affront to this<br />

Honorable Body, and<br />

Be it Therefore Further Resolved, that in the opinion <strong>of</strong> this<br />

Board <strong>of</strong> Aldermen, His Honor the Mayor has failed, neglected and refused to<br />

cooperate with the Board <strong>of</strong> Aldermen through its Tercentenary Committee in<br />

its endeavors to hold a proper and a fitting observance <strong>of</strong> the Tercentenary<br />

Year by the <strong>City</strong> <strong>of</strong> <strong>Somerville</strong>, and has been guilty -<strong>of</strong> gross neglect in his<br />

failure to appoint a Citizens' Committee and to further carry out his promises<br />

made in connection with the Tercentenary celebration, and<br />

Be it Hereby Further Resolved, that this Board <strong>of</strong> Aldermen<br />

places, the 1 failure <strong>of</strong> <strong>Somerville</strong> 1 s observance <strong>of</strong> the Tercentenary Year solely<br />

upon His Honor the Mayor, and lays upon him the sole responsibility for the<br />

city ! s inability at .this late date to promulgate and carry out proper and<br />

fitting plans for its Tercentenary celebration.<br />

Question came on the adoption <strong>of</strong> the resolution. The vote was<br />

by roll call, 15 Aldermen voting in the negative, 5 Aldermen voting in the<br />

affirmative, 2 Aldermen being absent, the-president not voting, and the reso-<br />

lution was not adopted.<br />
