The Committee on .Public Safety respectfully submits to this board<br />

the accompanying draft <strong>of</strong> Police Regulations and recommends the adoption <strong>of</strong><br />

the same.<br />

Police Regulations<br />

Rule 1<br />

In General<br />

Section 1. The chief <strong>of</strong> police may promulgate general orders<br />

in writing to the police <strong>of</strong>ficers relative to their duties not inconsistent<br />

with the following rules and regulations and all members <strong>of</strong> the department<br />

shall observe and obey them. He shall divide the city into routes for day,<br />

also for night, so arranged that the whole territory shall be covered at all<br />

times by men on duty, each man being placed, as far as practicable, where he<br />

will be most useful and efficient. He shall keep a record book, in which<br />

shall be entered the name, age, birthplace, date <strong>of</strong> service, route and occasion<br />

<strong>of</strong> commendation, censure or punishment <strong>of</strong> every member <strong>of</strong> the department<br />

.<br />

Section 2. He may, with the approval <strong>of</strong> the mayor, order any<br />

member <strong>of</strong> the department whom he believes has become unfit for police -duty<br />

on account <strong>of</strong> .age, loss <strong>of</strong> hearing, or for any other disability, mental or<br />

physical, to be examined by the city physician who will examine such <strong>of</strong>ficer<br />

and make a written report to the mayor, stating in full the result <strong>of</strong> such<br />

examination, and if found to be permanently unfit for. police dity, he shall<br />

so state. In all such cases the mayor may, if such <strong>of</strong>ficer is entitled by law<br />

to be retired upon half pay, direct the chief <strong>of</strong> police to make a request in<br />

regular form to have said <strong>of</strong>ficer so retired.<br />

In all other cases the mayor may discharge, subject to approval<br />

by the board <strong>of</strong> aldermen, any <strong>of</strong>ficer found unfit for duty.<br />

Section 3. He shall keep a record <strong>of</strong> all reports <strong>of</strong> his <strong>of</strong>ficers<br />

and <strong>of</strong> citizens <strong>of</strong> nuisances and defects in the streets and other public<br />

places, <strong>of</strong> all unauthorized obstructions in the streets,br.oaks or leaks in<br />

the water service, street lights which are not lighted at 'proper times or<br />

give insufficient light, and <strong>of</strong> all other matters affecting the health and<br />

safety <strong>of</strong> the public, and shall send a copy <strong>of</strong> such record to the mayor and<br />

the several heads <strong>of</strong> departments which the same concern, daily. He shall keep<br />

a record <strong>of</strong> accidents whereby the city may become chargeable, with the circumstances,<br />

names <strong>of</strong> the injured and the witnesses, and a particular description<br />

<strong>of</strong> the locality.<br />

Section 4. The chief <strong>of</strong> police, or, in his absence, the <strong>of</strong>ficer<br />

in charge, may, in his discretion, send any <strong>of</strong>ficer <strong>of</strong> the department out<br />

<strong>of</strong> the city or state in pursuit <strong>of</strong> any fugitive from justice or to recover<br />

stolen property; but no bill for expenses or for extra services shall be contracted<br />

against the city without the approval <strong>of</strong> the mayor.<br />

'When on regular or detached duty, every member <strong>of</strong> the police<br />

force shall carry a loaded revolver, one pair <strong>of</strong> handcuffs, and the regulation<br />

club and memorandum.book furnished by the city.<br />
