I also recommend the following supplementary appropriations,<br />

$300.00 for the Clerk <strong>of</strong> Committees Department, for clerical.help,<br />

postage and incidentals required by extra meetings.<br />

$2000.00 for the Certification <strong>of</strong>'Notes arid Bonds, required by the<br />

Public Improvement Program which we have undertaken this year.<br />

$250,00 for the <strong>City</strong> Clerk 1 s Department for temporary clerical ex-<br />

.pense in connection with the tabulation <strong>of</strong> gasoline and garage permits,<br />

$1400,00 for the Public Buildings Department for general expense<br />

in connection with the Maintenance <strong>of</strong> .Public Buildings,<br />

$700.00 for Maintenance Municipal Buildings, <strong>City</strong> Hall, for installation<br />

<strong>of</strong> drinking fountain for Board <strong>of</strong> Aldermen, and necessary work in<br />

the <strong>of</strong>fices <strong>of</strong> the Treasurer and Soldiers 1 Relief Commissioner,<br />

$1500.00 for mailing <strong>of</strong> circulars in connection with the questions<br />

referred to the voters on the ballot at the coming State Election. This<br />

appropriation is required by law and by Article 20 <strong>of</strong> the Revised Ordinance.<br />

$620*00 for .Pay <strong>of</strong> Election Officers to cover the expense <strong>of</strong> extra<br />

precinct <strong>of</strong>ficers to facilitate the counting <strong>of</strong> .ballots- at the Primary and<br />

on Election Day,<br />

$310,00 for Public Buildings Department Maintenance <strong>of</strong> Polling Places<br />

to cover coat <strong>of</strong> moving the voting booth ,at Worth Street as per order <strong>of</strong> the<br />

Board'<strong>of</strong> Aldermen, adopted April 16th and for a-"Polling Booth at Ward 2,<br />

Precinct 1, because <strong>of</strong> the sale <strong>of</strong> the. old building previously used for a<br />

Polling Place.<br />

$15,759 for the Fire Department, $5000.00 <strong>of</strong> this sum has already<br />

been appropriated by your Honorable Board in anticipation <strong>of</strong> the Supplementary<br />

Budget for. necessary equipment, $8332.00 <strong>of</strong> this amount is necessary<br />

for the salaries <strong>of</strong> eight firemen already confirmed by your Honorable Board,<br />

$100,00 is required to provide new badges and inslgnias for Captains and<br />

-Lieutenants, $2327.00 is necessary to purchase and equip three Ford cars<br />

for the use <strong>of</strong> the Deputy and District, Chiefs, This is in furtherance <strong>of</strong><br />

the program <strong>of</strong> providing proper equipment for the Fire Department. At the<br />

present time the Deputy Chief is required to use his own car.<br />

$1550.00 for the Weights and Measures Department for the salary <strong>of</strong><br />

the Assistant Sealer <strong>of</strong> Weights and Measures whose services were necessary<br />

in order that this Department might function efficiently.<br />

$1925.00 for the Health Department. This amount is necessary because<br />

<strong>of</strong> the increased number <strong>of</strong> cases cared for by the Health Department<br />

and the increase in the number <strong>of</strong> patients cared for at the Contagious Hospital;<br />

also because <strong>of</strong> the employment <strong>of</strong> an extra nurse to perform the work<br />

called for by the State Division <strong>of</strong> Tuberculosisf<br />

.00 for. Public Buildings Department Maintenance <strong>of</strong> Contagious<br />

Hospital to cover insurance on this building.<br />

$17,500.00 for the Sanitary Department. This amount is necessary<br />

because men who have always been laid <strong>of</strong>f from June 1st. to October 1st.<br />

each year have been kept at work this year. This is in. line with my instructions<br />

not to lay <strong>of</strong>f any permanent employees <strong>of</strong> the <strong>City</strong>. ' Also because<br />

<strong>of</strong> the fact that the ash contract was obliged to run six weeks beyond its<br />

expiration date. The ash collection is now being done very efficiently by<br />

the <strong>City</strong> and next year a considerable savings will be effected. •<br />

$2Q;OOO.vf;or;r-the..HlghwayLMaintenance; $4,000. for Sidewalks Maintenance;<br />

$4,000. for Street Cleaning. These three items make a total <strong>of</strong> $28,'<br />

000., which amount is necessary because <strong>of</strong> the additional work done by the<br />

<strong>City</strong> to help out during the unemployment situation, also because I have<br />

issued orders that no <strong>City</strong> Laborers are to be given so-called seasonal lay<strong>of</strong>fs.<br />

My program calls for providing work for these men on an all year<br />

round; basis. Heret<strong>of</strong>ore between 25 and 60 men were given seasonal lay-<strong>of</strong>fs<br />

$500.00 for the Welfare Department <strong>City</strong> Home. This s.um is to provide<br />

individual tables and chairs for t^e dining room instead o'f the long<br />

mess tables now used.- The individual tables-make for a more congenial<br />

atmosphere for the unfortunates who are obliged to be in the <strong>City</strong> Home and<br />

will also make the dining room available for concerts.<br />

$1096.00 for the Public Buildings Department Maintenance pf <strong>City</strong><br />

Home Buildings. $206.00 <strong>of</strong> this, amount is for insurance and $890.00 for a<br />

fence which is- urgently needed.<br />

m $3547.00 for Maintenance <strong>of</strong> School Buildings, Janitors' Salaries.<br />

This sum is necessary for the salaries <strong>of</strong> two Janitors and a Watchman already<br />
