I also recommend the following supplementary appropriations,
$300.00 for the Clerk of Committees Department, for clerical.help,
postage and incidentals required by extra meetings.
$2000.00 for the Certification of'Notes arid Bonds, required by the
Public Improvement Program which we have undertaken this year.
$250,00 for the City Clerk 1 s Department for temporary clerical ex-
.pense in connection with the tabulation of gasoline and garage permits,
$1400,00 for the Public Buildings Department for general expense
in connection with the Maintenance of .Public Buildings,
$700.00 for Maintenance Municipal Buildings, City Hall, for installation
of drinking fountain for Board of Aldermen, and necessary work in
the offices of the Treasurer and Soldiers 1 Relief Commissioner,
$1500.00 for mailing of circulars in connection with the questions
referred to the voters on the ballot at the coming State Election. This
appropriation is required by law and by Article 20 of the Revised Ordinance.
$620*00 for .Pay of Election Officers to cover the expense of extra
precinct officers to facilitate the counting of .ballots- at the Primary and
on Election Day,
$310,00 for Public Buildings Department Maintenance of Polling Places
to cover coat of moving the voting booth ,at Worth Street as per order of the
Board'of Aldermen, adopted April 16th and for a-"Polling Booth at Ward 2,
Precinct 1, because of the sale of the. old building previously used for a
Polling Place.
$15,759 for the Fire Department, $5000.00 of this sum has already
been appropriated by your Honorable Board in anticipation of the Supplementary
Budget for. necessary equipment, $8332.00 of this amount is necessary
for the salaries of eight firemen already confirmed by your Honorable Board,
$100,00 is required to provide new badges and inslgnias for Captains and
-Lieutenants, $2327.00 is necessary to purchase and equip three Ford cars
for the use of the Deputy and District, Chiefs, This is in furtherance of
the program of providing proper equipment for the Fire Department. At the
present time the Deputy Chief is required to use his own car.
$1550.00 for the Weights and Measures Department for the salary of
the Assistant Sealer of Weights and Measures whose services were necessary
in order that this Department might function efficiently.
$1925.00 for the Health Department. This amount is necessary because
of the increased number of cases cared for by the Health Department
and the increase in the number of patients cared for at the Contagious Hospital;
also because of the employment of an extra nurse to perform the work
called for by the State Division of Tuberculosisf
.00 for. Public Buildings Department Maintenance of Contagious
Hospital to cover insurance on this building.
$17,500.00 for the Sanitary Department. This amount is necessary
because men who have always been laid off from June 1st. to October 1st.
each year have been kept at work this year. This is in. line with my instructions
not to lay off any permanent employees of the City. ' Also because
of the fact that the ash contract was obliged to run six weeks beyond its
expiration date. The ash collection is now being done very efficiently by
the City and next year a considerable savings will be effected. •

$4,000. for Street Cleaning. These three items make a total of $28,'
000., which amount is necessary because of the additional work done by the
City to help out during the unemployment situation, also because I have
issued orders that no City Laborers are to be given so-called seasonal layoffs.
My program calls for providing work for these men on an all year
round; basis. Heretofore between 25 and 60 men were given seasonal lay-offs
$500.00 for the Welfare Department City Home. This s.um is to provide
individual tables and chairs for t^e dining room instead o'f the long
mess tables now used.- The individual tables-make for a more congenial
atmosphere for the unfortunates who are obliged to be in the City Home and
will also make the dining room available for concerts.
$1096.00 for the Public Buildings Department Maintenance pf City
Home Buildings. $206.00 of this, amount is for insurance and $890.00 for a
fence which is- urgently needed.
m $3547.00 for Maintenance of School Buildings, Janitors' Salaries.
This sum is necessary for the salaries of two Janitors and a Watchman already
employed. . . J
