I have been requested to render an opinion relative to the payment of vacation salaries i'n advance to the City Employees, as I under- stand that in the past there has been opposition to doing so. I believe it is only just and fair to pay the vacation salaries in advance' and propose to notify the heads of all Departments of my de- cision in this matter so they may adjust their payrolls accordingly.
