<strong>City</strong> <strong>of</strong>. <strong>Somerville</strong>, Massachusetts<br />

June 26, '1930.<br />

I am transmitting herewith, letter from the <strong>City</strong> Solicitor recommending<br />

settlement for damages for taking <strong>of</strong> property "belonging to Mary P.<br />

Lemoa in the sum <strong>of</strong> $7149. on account <strong>of</strong> taking <strong>of</strong> her land and buildings for<br />

schoolhouse purposes, premises being #29-51 Summer street.<br />

I am enclosing herewith copy <strong>of</strong> an order, also referred to me by<br />

the G-ity Solicitor for such action by the Board as is customary in this case.<br />

It will also be necessary and I recommend that the Board transfer<br />

the sum <strong>of</strong>$7149.00 from the Excess and Deficiency account in order to provide<br />

sufficient funds to pay this claim.<br />

I am transmitting an order to take care <strong>of</strong> transfer for such action<br />

as the Board may wish to take,<br />

Upon the urgent request <strong>of</strong> numerous fraternal, patriotic and local<br />

organizations, I approved the use <strong>of</strong> certain <strong>City</strong> property for_carnival3<br />

conducted by theee organizations for the express purpose <strong>of</strong> providing funds<br />

for relief <strong>of</strong>^ESe'ir members who are unemployed, sick or in need <strong>of</strong> assistance<br />

After giving these carnivals a fair trial, and upon a further personal<br />

investigation, I have found that'these organizations have invariably<br />

allowed 'the carnivals to be conducted by outsiders, and that the organization<br />

receives a-very meagre guarantee. • Instead <strong>of</strong> being a benefit to the'.organization<br />

and its members, I am convinced that the principal beneficiaries<br />

are the carnival proprietors. For these reasons, I urge your Honorable<br />

Board to adopt, as soon a-s possible, an ordinance prohibiting the use <strong>of</strong><br />

<strong>City</strong> property for carnivals.<br />

to be conducted.<br />
