<strong>City</strong> <strong>of</strong> Sconerville, Massachusetts<br />

March 13, 1930<br />

On February 19th, the writer requested Governor Frank G. Allen<br />

to suspend the Civil Service Regulations affecting the employment <strong>of</strong> laborers<br />

for a period <strong>of</strong> 6 months because <strong>of</strong> the unprecented unemployment situation.<br />

Today the Civil Service Committee on the Legislature, acting<br />

on House Bill #1137 at the recommendation <strong>of</strong> the Governor, considered the<br />

following bill:<br />

"Until May fifteenth in the current year, the' Commissioners<br />

<strong>of</strong> civil service, on receipt <strong>of</strong> a request<br />

from the head <strong>of</strong> any department, board or<br />

commission <strong>of</strong> a city or town for laborers in the<br />

classified labor service, shall., in certifying<br />

eligible applicants for positions in such service,<br />

give preference to persons so eligible who have<br />

one or more persons dependent upon them for support;<br />

provided, that in giving such preference<br />

veterans having such dependents shall be preferred<br />

over other persons, so eligible for employment<br />

and having such dependents".<br />

As you are aware, we are in the midst <strong>of</strong> an unparalleled industrial<br />

depression, with its consequent drain on the Public Welfare funds<br />

No one knows when this depression will end, therefore it is respectfully<br />

recommended that your Honorable Boar(3_gg_qn_reGord as favoring this legislation,<br />

and also further requesting that the Committee give"the Governor a<br />

and<br />

his Council the authority to suspend these regulations for 60 day periods<br />

until in their judgment the emergency has terminated.<br />
