Two minority-reports having been received question came on<br />

.substituting the first minority report signed by Aid. Sherman, in part, for<br />

the majority repprt. At this stage on motion <strong>of</strong> Aid. Gobron roll call- vote<br />

taken to lay budget on table, - defeated - 12 to .5, 5 Aldermen absent.<br />

Aid. Gobron then made a motion that the meeting stand ad-<br />

journed. After considerable discussion question came on having the main<br />

question put and this action to adjourn was defeated 9 to 8, 4 Aldermen ab-<br />

sent .<br />

Aid. Sherman then made a motion that each item in his minori-<br />

ty report be acted on by roll call vote, separately, and the.question came<br />

on substituting that portion <strong>of</strong> his minority report labeled "A 11 amounting<br />

to $9,000. The vote was by roll call and this substitution was not made,<br />

by a -vote <strong>of</strong> 11 to 6, 4 Aldermen being absent.<br />

Question then came on substituting that portion <strong>of</strong> minority<br />

report known as "B" in the amount <strong>of</strong> $5,000. The vote was by roll call and<br />

substitution was defeated 13 to 4, 4 Aldermen being absent.<br />

Question then came on substituting that portion <strong>of</strong> minority<br />

report known as "C" in the amount <strong>of</strong> $10,000. The vote was by roll call and<br />

substitution was defeated by a vote <strong>of</strong> 13 to 4, 4 Aldermen being absent.<br />

Question then came on substituting that portion <strong>of</strong> minority<br />

report known as "D" in the amount <strong>of</strong> $6,044. This substitution was defeated<br />

by a -vote- <strong>of</strong> 13 to 4, 4 Aldermen being absent.<br />

Question then came on substituting that p.ortion <strong>of</strong> minority<br />

report known as "E" in the amount <strong>of</strong> $1,820. Substitution was defeated by a<br />

vote <strong>of</strong> 11 to 6, 4 Aldermen being absent.<br />

Question then came on substituting that portion <strong>of</strong> minority<br />

report known as "F" in the amount <strong>of</strong> $3,000. The vote, was by roll call, 9<br />

Aldermen voting in the affirmative, 8 Aldermen voting in the negative, 4<br />

Aldermen being absent and that portion <strong>of</strong> minority report applying to Legis-<br />

lative (Jounsel 'in the sum <strong>of</strong> $3,000 was substituted for the majority report,<br />

Later Aid. Moran made s motion that this last item be recon-<br />

sidered. The vote was by roll call, 9 Aldermen voting in the affirmative, 8<br />

Aldermen voting in the -negative, 4 Aldermen being absent, and the previous<br />

v»te was not reconsidered, as a majority vote is necessary to allow recon-<br />

sideration.<br />

Question came on substituting the minority report for that<br />

portion <strong>of</strong> majority report. The vote was by roll call, 17 Aldermen voting<br />

in the affirmative, 4 Aldermen being absent. (On minority report Aid. Grattar<br />

"V<br />

After two minority reports had been considered, the question<br />

came on accepting the majority report <strong>of</strong> the Committee on Finance. The vote<br />
