Ordered:<br />

Pending the.adopt ion <strong>of</strong> the annual budget the<br />

sum <strong>of</strong> ten thousand (10,000)- dollars is hereby appropriated for Addition,<br />

Southern Junior High School account, for the purpose <strong>of</strong> obtaining plans and<br />

specifications for the renovation and building -<strong>of</strong> additions to said school.<br />

Read twice and adopted.-<br />

Approved by the mayor March 15, 1930.<br />

The Committee on Public Works on the order to construct<br />

ways Artery and Chester avenue, reported recommending its adoption.'<br />

Accepted.<br />

Approved by the mayor March 17, 1930.<br />

About 11:00 o'clock P.M. a request was sent to the Board <strong>of</strong><br />

Aldermen that Representative William P. Corbett be allowed to address the<br />

Board on the Pension Bill, known as Senate Bill 506. There was considerable<br />

discussion as to whether he should be allowed to address the Board at this<br />

time: - Alderman.Gobron strenuously opposing same.<br />

Vice-president Crowley moved that the Board should adjourn<br />

its meeting for five minutes.This was put to a vote and.the Board adjourned.<br />

Representative Corbett was then allowed to speak, and Senator Daggett having<br />

entered the chamber, on motion <strong>of</strong> Alderman Sherman it was agreed that<br />

he should be allowed 'to speak before the Board. Alderman Gobron questioned<br />

the right <strong>of</strong> the Board <strong>of</strong> Aldermen to adjourn and expect to re-convene the<br />

same evening, and entered a protest to this effect, a copy <strong>of</strong> which is in<br />

the files under this date.<br />

President Carr quoted section 73, page 85 <strong>of</strong> Gushing^ Manual<br />

which is in part: - "When an assembly adjourns to meet on a specified date<br />

simply for the purpose <strong>of</strong> continuing or completing the discussion <strong>of</strong> the<br />

"business under consideration, this adjournetJ (or special) meeting is practically<br />

a continuation <strong>of</strong> the first, and the business interrupted by adjournment<br />

is in order immediately after the reading <strong>of</strong> the minutes. In either<br />

case the unfinished business, when its reconsideration is resumed, is in<br />

precisely the same posture as when it was interrupted, and any motions which<br />

were then pending are proceeded with as if there had "been no interval."<br />

Section 10, Article 5 <strong>of</strong> the Rules <strong>of</strong> the'Board <strong>of</strong> Aldermen state that,-<br />

"Cushing's Manual shall be the authority on allquestions <strong>of</strong> debate or parliamentary<br />

usage when the same does not conflict with the rules <strong>of</strong> the board<br />

<strong>of</strong> aldermen."<br />

Alderman Gobron having questioned the legality <strong>of</strong> re-convening,<br />

President Carr then announced from the chair that he was calling<br />

the Aldermen together for the purpose <strong>of</strong> finishing the work,- treating the<br />

proceedure from this- time on as a special meeting. All members present<br />

acquiesced to this action and in compliance with Gushing's Manual ahove referred<br />

to, the clerk was ordered to read the record <strong>of</strong> the previous meeting.<br />

Alderman Gobron then stated that proper notice had not been given to the Aldermen<br />

in so far as two aldermen were absent from their seats. These two,<br />

Aldermen Lynch and Grattan returned to the chamber and upon being questioned<br />

reported that they had been notified by the Assistant <strong>City</strong> Messenger and<br />

that they had received proper notice.<br />
