RULE 11<br />

CAPTAINS AND LIEUTENANTS<br />

Section 1. The c.aptains and lieutenants shall perform the duties<br />

assigned .them by the chief. A captain, or in his absence, a lieutenant,<br />

shall call the daily roll-calls, communicate all necessary information and<br />

orders, note and report all absentees, and shall carefully read and explain<br />

to the men all general orders and all special orders relating to the department.<br />

They shall daily inspect the men, r<strong>of</strong>orm any negligence in attire,<br />

want <strong>of</strong> cleanliness or neatness, or other improper personal habit, and report<br />

to the chief -every case <strong>of</strong> misconduct, insubordination, neglect <strong>of</strong> or unfitness<br />

for duty. They shall instruct the men as to their conduct at fires or<br />

riots/ in making arrests or complaints, as to -defects in the highways, nuisances<br />

and accidents, in procuring information, or other matters pertaining<br />

to their duty. They shall see that each <strong>of</strong>ficer has -a copy <strong>of</strong>, and duly observes<br />

the rules and regulations <strong>of</strong> the department.<br />

RULE 111<br />

SERGEANTS<br />

Section 1. Sergeants <strong>of</strong> police, when assigned to street duty,<br />

shall have charge <strong>of</strong> the patrolmen on their routes and shall instruct and<br />

assist them in their duties. They shall constantly and faithfully patrol the<br />

city, visiting each route when practicable each tour <strong>of</strong> duty. They shall<br />

carefully note and impartially report each day in writing to the chief or<br />

other <strong>of</strong>ficer in charge <strong>of</strong>. the department, every patrolman absent from his<br />

route without permission or found violating any <strong>of</strong> the laws <strong>of</strong> the Commonwealth,<br />

ordinances <strong>of</strong>. the city, rules and regulations <strong>of</strong> the board <strong>of</strong> aldermen,<br />

or general orders promulgated by the chief, or other neglect <strong>of</strong> discipline<br />

or duty. Any failure to so act and report shall be sufficient cause<br />

for a discharge from the service.<br />

Section 3.. They shall inspect every man <strong>of</strong> their respective<br />

platoons, as soon as they are formed in line preparatory to marching on patrol<br />

or othery duty, and see that every member there<strong>of</strong> before he leaves the<br />

station house is clean and neat in person, and properly uniformed and<br />

equipped.<br />

Section 3. They shall leave the station house with their respective<br />

platoons on each tour <strong>of</strong> duty and shall go with some one man to his<br />

releaving post, taking the different men <strong>of</strong> their•platoons in succession<br />

without notice to them.<br />

, . . Section 4. During their tour <strong>of</strong> duty they are to visit the<br />

station house only.for the purpose <strong>of</strong> receiving and carrying out such orders<br />

as may be given them by the <strong>of</strong>ficer in command.<br />

Section 5. Sergeants shall at all times be vigilant in preserving<br />

the peace, whether upon assigned duty, in uniform or otherwise, and<br />

it shall be their duty to observe and report to the chief <strong>of</strong> police at all<br />

times any <strong>of</strong>ficer <strong>of</strong> the department whom they may observe violating any<br />

rules or orders governing the department.<br />

RULE IV<br />

• TRAFFIC OFFICERS<br />

Section 1. Patrolmen detailed to traffic duty she.ll be civil<br />

and courteous to the driving public and to pedestrians. They are detailed<br />

to the different traffic posts wholly for the purpose <strong>of</strong> safeguarding the<br />

lives and property <strong>of</strong> the people and preventing accidents and congestion.<br />

Any person requesting information from them will be given all 'necessary atter<br />

tion. They shall be brief, yet courteous, but any unnecessary conversation<br />

with citizens is forbidden. They must not scold or berate any-driver or pedestrian<br />

who happens to violate any'<strong>of</strong> the traffic rules. Any violation <strong>of</strong><br />

this rule shall be sufficient cause to remove such <strong>of</strong>ficer from traffic duty.<br />

Section 2. When a person violates 'any traffic regulation, the<br />

traffic <strong>of</strong>ficer shall take his name and address,- and the number '<strong>of</strong> his car,<br />

and report the same , with a brief history <strong>of</strong> the case, asking to have a summons<br />

if he thinks one should issue. The matter will -then be taken up by the<br />

chief, or in his absence by .the <strong>of</strong>ficer in charge, who will decide whether<br />

<strong>of</strong> not a summons shall issue.<br />
