gesamten Finanzumfang ist damit eine kritische Aussensicht gegeben. Die Empfehlungen
der Berichte wurden im Wesentlichen für die Programmsteuerung im Dialog mit den Partnern
verwendet.

„While we try to manage continuity (...) people in the east are confronted with continous and omn ipresent
changes in all aspects of their life. This important difference should make us cautious
when „moving in“ with our concepts. Walking a mile in their shoes is not less demanding than in
the South, even though the differences (of culture and context) on the surface appear less drastic“.
„The transition process is paralleled by a professionalisation of all participants. However, Profe ssionalisation
replaced trust with bureaucratisation.“
Relevanz und Zielorientierung
„Many external factors are very decisive for projects’ success and processes, therefore it is impo rtant
to make a good context analysis and monitoring.“
„Wir können die tollsten Projekte machen, aber wenn wir die Armut nicht bekämpfen können, öffnen
wir das Feld den Populisten und Antidemokraten.“
„Health is of great relevance to the social consequences of transition and poverty.“
„Clear objectives, measurable success, good visibility – little philosophy, more reality“.
Effektivität und Nachhaltigkeit der Projekte
„If you want to provide us with funding, do not trust our existing system and do not provide help at
the higher administrative levels. The most effective projects function via personal relations between
individuals. Most people in Eastern Europe do not trust state structures.“
„Although the projects are relatively small in terms of funds, the experience has shown that the
outcome is good (...). Furthermore, small projects are not attractive for corruptional organi zations.“
„More focus, less projects.“
„SDC is addressing too many domains simultaneously; without having the capacity to create an
edge and to play an important role with a recognized profile“.
„Bringing in implementors (local and international NGOs) who will take over from Coordination O ffice
in the mid term the self-implemented projects.“
„Realistic assessment of interest and commitment of partners is crucial.“
„Tendering slows down the planning and implementation process.“
„The policy dialogue for reform processes needs high continuous investment of qualified personal
resources“
„SDC’s projects are usually very complex and ambitious, and with a long term commitment, which
is appreciated by the partners, but they hardly cope with their obligations and have ve ry weak
managerial skills. Therefore, for instance, most of the projects have been delayed.“
Zusammenarbeit und Lernprozesse
„In der Zusammenarbeit mit DEZA: Genaue Definition der Zielsetzungen“.
„Technical assistance needs in many cases to be combined with financial assistance or the delivery
of equipment“.
„Health is an international issue and many problems one encounters in transition countries are
similar to those prevailing in developing countries, but also to problems one is all too familiar in
Switzerland (...). I strongly believe that some of this experience which is currently being made in
transition countries will be of interests for countries like Switzerland.“

„Frequent exchanges also by phone and not only mail help to avoid misunderstandings and mai ntain
