Introduction<br />
Draft<strong>in</strong>g of analytical <strong>policy</strong> papers<br />
The results of the survey <strong>in</strong>formed the production of two <strong>in</strong>dependent analytical <strong>policy</strong> papers by<br />
recognized specialists <strong>in</strong> the field: One paper focused on trends <strong>and</strong> needs <strong>in</strong> Western Europe; the<br />
other on trends <strong>and</strong> needs <strong>in</strong> Eastern Europe. These papers analyze the exist<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g provision<br />
with<strong>in</strong> the <strong>cultural</strong> environment from different viewpo<strong>in</strong>ts. However, their analysis of the context <strong>in</strong><br />
which tra<strong>in</strong><strong>in</strong>g of <strong>cultural</strong> development personnel is designed is complementary, as both identify major<br />
trends <strong>and</strong> new tra<strong>in</strong><strong>in</strong>g needs with<strong>in</strong> the field <strong>and</strong> make <strong>policy</strong> oriented recommendations relevant to<br />
the geographical focus of their review.<br />
Development of an on-l<strong>in</strong>e database<br />
In order to facilitate access to <strong>in</strong>formation on tra<strong>in</strong><strong>in</strong>g opportunities for <strong>cultural</strong> development personnel<br />
worldwide, ENCATC developed an <strong>in</strong>teractive database that can be viewed on its web site<br />
(www.encatc.org). At present, the database conta<strong>in</strong>s details on tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutions relevent to<br />
ENCATC’s geographical focus <strong>and</strong> result<strong>in</strong>g from the regional survey it carried out <strong>in</strong> Europe, Russian<br />
Federation, Central Asia <strong>and</strong> Caucasus. However, the <strong>in</strong>tention is to <strong>in</strong>clude <strong>in</strong>formation on tra<strong>in</strong><strong>in</strong>g<br />
<strong>in</strong>stitutions <strong>and</strong> centres active <strong>in</strong> the same area of work of other regions, e.g. Africa, Arab States,<br />
Lat<strong>in</strong> America <strong>and</strong> South-East Asia.<br />
Present<strong>in</strong>g <strong>and</strong> us<strong>in</strong>g the survey results<br />
The collected data <strong>and</strong> <strong>in</strong>formation on all identified tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutions have been <strong>in</strong>cluded <strong>in</strong> the<br />
ENCATC on-l<strong>in</strong>e database compris<strong>in</strong>g more than 170 Profiles, with entries relat<strong>in</strong>g, among others, to<br />
the follow<strong>in</strong>g: title of the tra<strong>in</strong><strong>in</strong>g programme/course; objectives of the programme/course; duration<br />
of programme/course; type of degree; entry requirements; ma<strong>in</strong> field of teach<strong>in</strong>g; teach<strong>in</strong>g methods;<br />
language; regional scope; scholarships; extracurricular activities, etc.<br />
No survey can expect a 100% response, <strong>and</strong> despite a number of rem<strong>in</strong>ders a significant number of<br />
important European <strong>in</strong>stitutions didn’t reply to our questionnaire. Nevertheless, for those <strong>in</strong>stitutions<br />
for which we had current data (address, contact, programme details) <strong>and</strong> that did not reply, we<br />
<strong>in</strong>cluded a brief entry <strong>in</strong> this directory. Moreover, because data was available, we have also added<br />
<strong>in</strong>formation about tra<strong>in</strong><strong>in</strong>g programmes <strong>in</strong> Mongolia.<br />
This first exercise <strong>in</strong> gather<strong>in</strong>g <strong>in</strong>formation on exist<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g programmes on <strong>cultural</strong> <strong>policy</strong> <strong>and</strong><br />
<strong>management</strong> across different geographical areas will be cont<strong>in</strong>ued <strong>and</strong> regularly updated by ENCATC,<br />
given that further tra<strong>in</strong><strong>in</strong>g <strong>in</strong>itiatives <strong>and</strong> programmes are constantly tak<strong>in</strong>g shape. The current tool<br />
for guid<strong>in</strong>g users to exist<strong>in</strong>g <strong>in</strong>formation resources will be permanently exp<strong>and</strong>ed <strong>and</strong> updated.<br />
ENCATC will also explore the possibility of devis<strong>in</strong>g a common strategy that would allow exist<strong>in</strong>g<br />
databases to become <strong>in</strong>terconnected, which would provide users with unified, direct access to any<br />
such tools.<br />
The field of this survey is constantly chang<strong>in</strong>g, with a considerable number of new programmes be<strong>in</strong>g<br />
launched every year (a small number are regularly temporarily or permanently suspended for various<br />
reasons). Therefore, as the relevance <strong>and</strong> the quality of the data <strong>in</strong> this Directory <strong>and</strong> onl<strong>in</strong>e database<br />
also depend on the <strong>in</strong>formation provided by the <strong>in</strong>stitutions themselves, ENCATC would greatly<br />
appreciate receiv<strong>in</strong>g <strong>in</strong>formation about new or exist<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g programmes on <strong>cultural</strong> development<br />
for professionals <strong>and</strong> students <strong>in</strong>terested <strong>in</strong> pursu<strong>in</strong>g studies <strong>and</strong> work <strong>in</strong> the <strong>in</strong>vestigated areas.<br />
