The CERC is a branch of the Cultural Department of the Diputació de Barcelona, whose goal is to<br />

contribute to the <strong>cultural</strong> development of the territory of Barcelona prov<strong>in</strong>ce. Its <strong>in</strong>terests lie at the<br />

<strong>in</strong>tersection multiple variables: between general theory <strong>and</strong> specialised action, between <strong>cultural</strong> <strong>and</strong><br />

artistic practice <strong>and</strong> social <strong>and</strong> territorial dynamics, between local <strong>in</strong>stitutional action <strong>and</strong> action by<br />

private <strong>cultural</strong> agents, with special attention to the third sector. As a centre of resources for territorial<br />

action <strong>in</strong> Barcelona prov<strong>in</strong>ce, the CERC is oriented towards the <strong>in</strong>tegration of <strong>in</strong>formation, knowledge<br />

<strong>and</strong> action with<strong>in</strong> the framework of territorial <strong>cultural</strong> policies. In this context, its goals follow a double<br />

direction:<br />

- From <strong>in</strong>formation to knowledge: the CERC as an observatory can describe, evaluate <strong>and</strong> predict the<br />

quantitative <strong>and</strong> qualitative behaviour of <strong>cultural</strong> policies developed <strong>in</strong> the territory of Barcelona<br />

prov<strong>in</strong>ce as well as <strong>in</strong> the national <strong>and</strong> <strong>in</strong>ternational contexts, us<strong>in</strong>g <strong>in</strong>formation, documentation <strong>and</strong><br />

research as tools.<br />

- From knowledge to action: the CERC can act as a laboratory <strong>and</strong> test bench for new ideas, strategies<br />

<strong>and</strong> actions for <strong>in</strong>novation as well as for territorial <strong>cultural</strong> policies, us<strong>in</strong>g as its ma<strong>in</strong> <strong>in</strong>struments:<br />

tra<strong>in</strong><strong>in</strong>g, assessment <strong>and</strong> publications.<br />

The tra<strong>in</strong><strong>in</strong>g programme of the CERC focuses largely on three general goals:<br />

- Underst<strong>and</strong><strong>in</strong>g tra<strong>in</strong><strong>in</strong>g as an <strong>in</strong>strument for the improvement of policies <strong>and</strong> <strong>management</strong>, <strong>and</strong> not<br />

as a goal <strong>in</strong> itself<br />

- View<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g as a logical action that comb<strong>in</strong>es theory <strong>and</strong> practice at every stage<br />

- Tak<strong>in</strong>g advantage of the possibilities of tra<strong>in</strong><strong>in</strong>g when l<strong>in</strong>ked to a set of associated <strong>in</strong>struments, such<br />

as assessment, documentation, research, etc.<br />

The tra<strong>in</strong><strong>in</strong>g programme of the CERC is addressed to territorial <strong>cultural</strong> operators: <strong>cultural</strong> town<br />

councillors, municipal technicians, <strong>cultural</strong> <strong>and</strong> professional associations <strong>in</strong> the private sector, with<br />

particular attention to the municipalities of the territory of Barcelona prov<strong>in</strong>ce.<br />

Content<br />

Sem<strong>in</strong>ar Zero:<br />

The objective of “Sem<strong>in</strong>ar Zero” is to deal with, <strong>in</strong> the form of a sem<strong>in</strong>ar, the great subjects that are<br />

currently at the centre of <strong>cultural</strong> debate at an <strong>in</strong>ternational level. Their consequences for local <strong>cultural</strong><br />

policies are analysed, <strong>and</strong> the capacity of local environment to develop the subjects discussed. It is<br />
