i) Uphuculo oluqhubekayo lofikelelo kwiBanga R kunye nomgangatho wokufundisa nokufunda kwiBanga R ngosungulo<br />

lwenkqubo yenkxaso-mali entsha kubafundi kwiBanga R kunye nokuthunyelwa kweekiti ezintsha zokufundisa<br />

nokufunda ezincedisa abafundi ukumelana neemfuno zekharityhulam yesizwe. Isicwangciso-qhinga esihlanganisiweyo<br />

soPhuhliso lweMfundo yabaQalayo sele siphunyeziwe ngokusesikweni yindlu yowiso-mthetho kwaye nesicwangciso<br />

esihlanganisiweyo sikaZwelonke sasungulwa ngo-Oktobha 2006. Abafundi abangama-6000 abongezelelweyo<br />

bafumana inkxaso-mali, nto leyo eyenza amanani afikelele kuma-31300. Ngelishwa, amaziko amaninzi abetha<br />

yiNkulumbuso ngo-2006. I-WCED ingenele ngeeprojekthi ezili-9 kwezili-13 kumagqibela-kankqoyi. Iprojekthi ye-ABET<br />

yase-Breede River/Overberg yiyo ephumelele imbasa yokuqala.<br />

• IGolide: iProjekthi yaseBreede River/Overberg – iiNtsuku ezingama-160 zamaNgenelelo kumaZiko e-ABET<br />

• Isilivere: iProjekthi kaKhanya; iiNkonzo zabaXhasi ze-WCED<br />

• Ibronzi: iProjekthi yeZikolo zaseMzantsi yoMculo ye-Eisteddfod (i-SASCE); i-Cape Teaching Institute; iProjekthi<br />

yabaCebisi be-LSEN (iMfundo eyoDwa).<br />

• Ezinye iiprojekthi ze-WCED ezibe phakathi kwamagqibela-kankqoyi yeyo-Western Cape Movement Education<br />

Association, iProjekthi yabaNcedisi booTitshala kunye neYunithi yeKharityhulam ye-ICT/KM. I-Gold Peer<br />

Education Project, yangeniswa kunye yi-WCED neSebe leMpilo, nayo ibe ingenele amagqibela-kankqoyi.<br />

3.4 Ukuphucula uFikelelo kwiLizwe loMsebenzi kunye neZakhono eziNqongopheleyo<br />

Uphuhliso lwezakhono ezinqongopheleyo ngemfundo esesikweni nengekho sikweni yinxalenye ebalulekileyo ye-HCDS. I-<br />

WCED isungule la maphulo alandelayo:<br />

a) Izikolo ezingama-50 zeDinaledi sele zichongiwe kwaye zifumana inkxaso kwikharityhulam egxininisa kuphuhliso<br />

lwemathematika, inzululwazi neteknoloji kwiphondo. Ezi zikolo zifumana ukuxhaswa ngezixhobo zokufundisa<br />

imathematika nezenzululwazi, uKhanya yona yakha iziko lekhompyutha elixhotyiswe ngokupheleleyo, kwaye ulawulo<br />

kunye noqeqesho lootitshala lwenziwa nguKhanya, ukuqhutywa kwezikolo zasebusika zabafundi beBanga 12<br />

kwezemathematika nezenzululwazi, nofundiso ngamakhono omsebenzi, njalo njalo. Zonke ezo zikolo zingama-50<br />

zibhale iimviwo ezifanayo kwaye nemvume ngokusesikweni yokusungula ukufundisa amaqela amancinane<br />

kwimathematika. Inani elivakalayo lootitshala lithe labandakanywa kuluhlu olumbaxa lwemisebenzi yophuhliso<br />

loqeqesho lootitshala oluqhubekayo.<br />

b) IziKolo zoJoliso ezingama-21 zezeNjineli, ezobuGcisa neNkcubeko, ezemiDlalo, ezoLawulo lwezoShishino sele<br />

zichongiwe. Ezi zikolo zinikwe inkxaso ngezixhobo eyongezelelweyo ukuze zikwazi ukufezekisa ezi njongo. Inkomfa<br />

yezikolo zojoliso yabathunywa abali-100 ibibanjwe kutshanje. Nangona ikhona inkqubela ebonakalayo kuseko<br />

nophuhliso lwezikolo zojoliso, isicwangciso sokuqala esinobu-ethe-ethe sishiye izikolo zingakulungelanga<br />

ngokupheleleyo ukufinyeza nokumilisela izicwangciso zazo zoshishino. Kambe, iprojekthi ngoku sithethayo iyaqhuba<br />

kakuhle kwaye kukho nokukhula okubonakalayo kwezi zikolo.<br />

c) Uhlengahlengiso ngokuTsha lweeKholeji zeFET luqhuba ngempumelelo kwiphondo – oku kubandakanya ugxininiso<br />

kusungulo lwekharityhulam entsha (ehambelana kunye nezidingo ze-MEDS kunye neenjongo eziphambili zesizwe),<br />

uhlaziyo lwezibonelelo zoncedo zangaphakathi, uvandlakanyo lwabasebenzi, njalo njalo. IiKholeji zeFET ziza kuba<br />

ngumqolo we-HCDS yethu kunye nesizukulwana sezakhono ezinqongopheleyo kwiphondo.<br />

d) ISkim soBonelelo ngeMboleko-mali/iBhasari yeKholeji yeFET esingama-R25 ezigidi siza kunceda abafundi<br />

abasokolayo nabahluphekileyo abafuna ukuqhuba nezifundo zabo ukuze bazuze izithwaselo zemfundo ezibalulekileyo<br />

nezidingekayo eziza kubenza bakwazi ukufikelela kwilizwe lomsebenzi. Zimbini iintlawulo esele zenziwe kwiikholeji<br />

zeFET ukuza kuthi ga ngoku yinkcitho-mali engama-20% kuhlahlo-mali.<br />

e) Imfundo ye-ABET: isebe lisungule iprojekthi yophando yokuphonononga iinkonzo zokunikezelwa kwemfundo ye-ABET<br />

kwiphondo. Ingxelo eyidrafti ephuma kuphando olwenziweyo ithiwe thaca kwi-WCED ngoNovemba 2006.<br />

f) Izikolo zezaKhono: sikwiphulo lokuseka izikolo ezibini ezitsha zezezakhono kwimimandla<br />

yaseKhayelitsha/naseMitchells Plain.<br />

g) Izikhokelo ngamakhono omsebenzi: Ootitshala beBanga 9 beziFundo ngezoBomi baqeqeshiwe bafumana nenkxaso<br />

kusetyenziso lwenkqubo yePACE. Uqeqesho kwizikhokelo ngezakhono zomsebenzi lootitshala abali-171 beBanga 10,<br />

11 nele-12 kusetyenziso lwePACE sele lugqityiwe. Ootitshala beBanga 9 kwizikolo zojoliso baqeqeshwa ukunceda<br />

abafundi ukukhetha izifundo abafuna ukuzenza kwiBanga 10, kwaphinda kwaqeqeshwa ootitshala beBanga 7<br />

ukuncedisa abafundi kwezamakhono omsebenzi nokufaka izicelo kwizikolo zojoliso ezithile. Ukongeza, umgaqonkqubo<br />

wesikhokelo kwezamakhono uyaphuhliswa, wakugqitywa uza kuthunyelwa ezikolweni ngo-2007.<br />
