REPORT TO THE SECOND NATIONAL CONGRESS<br />

sans, and prov<strong>is</strong>ions, supplies, and transportation for <strong>the</strong> war. The<br />

Soviet has been successful in its work along th<strong>is</strong> line during <strong>the</strong> past<br />

two years, particularly during <strong>the</strong> fourth <strong>of</strong>fensive and <strong>the</strong> present<br />

determined struggle against <strong>the</strong> fifth one.<br />

The formation <strong>of</strong> <strong>the</strong> Central Re<strong>vol</strong>utionary Military Council has<br />

unified <strong>the</strong> leadership over <strong>the</strong> national Red troops and made <strong>the</strong><br />

Red forces in every Soviet d<strong>is</strong>trict and on any front <strong>to</strong> be able <strong>to</strong><br />

fight and <strong>to</strong> operate in good co-ordination under <strong>the</strong> unified tactics.<br />

<strong>Th<strong>is</strong></strong> <strong>is</strong> an important turn <strong>to</strong> convert <strong>the</strong> scattered activities <strong>of</strong> part<strong>is</strong>an<br />

troops in<strong>to</strong> activities <strong>of</strong> regular and big scale Red Armies. The<br />

Re<strong>vol</strong>utionary Military Council in <strong>the</strong> past two years has vic<strong>to</strong>riously<br />

led <strong>the</strong> country-wide Red Armies, particularly those <strong>of</strong> <strong>the</strong><br />

FROM MARX<br />

TO MAO<br />

Central Soviet D<strong>is</strong>trict, in <strong>the</strong> smashing <strong>of</strong> <strong>the</strong> 4th <strong>of</strong>fensive and in<br />

⋆<br />

<strong>the</strong> initial successes <strong>of</strong> <strong>the</strong> struggle against <strong>the</strong> fifth <strong>of</strong>fensive. The<br />

Red Army <strong>is</strong> now several times bigger than it was two years ago.<br />

<strong>Th<strong>is</strong></strong> work owes its success <strong>to</strong> <strong>the</strong> militancy <strong>of</strong> <strong>the</strong> broad worker peasant<br />

masses <strong>to</strong> join <strong>the</strong> Red Army, <strong>to</strong> <strong>the</strong> improvement <strong>of</strong> <strong>the</strong> mobilization<br />

methods, and <strong>to</strong> <strong>the</strong> determined execution <strong>of</strong> <strong>the</strong> special treatment<br />

for <strong>the</strong> red fighters by <strong>the</strong> Soviet. During May, 1933, in <strong>the</strong><br />

Central Soviet D<strong>is</strong>trict alone, <strong>the</strong> Red Army was increased by twenty<br />

thousand new fighters from <strong>the</strong> various hsien. <strong>Th<strong>is</strong></strong> smashed <strong>the</strong><br />

various opportun<strong>is</strong>tic points <strong>of</strong> view that <strong>the</strong> masses are not willing<br />

<strong>to</strong> join <strong>the</strong> Red Army or NOT that enlargement FOR <strong>of</strong> <strong>the</strong> Red army cannot be<br />

achieved in new Soviet d<strong>is</strong>tricts. There are many models <strong>of</strong> <strong>the</strong> work<br />

<strong>to</strong> enlarge <strong>the</strong> Red Army. For instance, in Chankanhsian, Kiangsi,<br />

80 per cent <strong>of</strong> <strong>the</strong> COMMERCIAL<br />

men between 16 and 45 and in Shangwanshihsian,<br />

Fukien, 88 per cent <strong>of</strong> <strong>the</strong>m are now serving in <strong>the</strong> Red Army. In<br />

<strong>the</strong>se villages with <strong>the</strong> overwhelming majority <strong>of</strong> <strong>the</strong> adults going<br />

<strong>to</strong> bravely fight in <strong>the</strong> re<strong>vol</strong>utionary war, <strong>the</strong> daily affairs <strong>of</strong> farming<br />

production are DISTRIBUTION<br />

not only not affected, but also improved and enlarged!<br />

Why <strong>is</strong> that so? The village labour power has been readjusted<br />

and reorganized better, and <strong>the</strong> difficult problems confronting<br />

<strong>the</strong> families <strong>of</strong> <strong>the</strong> Red fighters have been solved through <strong>the</strong><br />

efforts exerted by <strong>the</strong> Labour Co-operative and Farming Volunteers.<br />

The streng<strong>the</strong>ning <strong>of</strong> <strong>the</strong> Red Army has proceeded along with its<br />

enlargement. Now <strong>the</strong> Red Army <strong>is</strong> proceeding <strong>to</strong> assume <strong>the</strong> form<br />

<strong>of</strong> ironsides as regular re<strong>vol</strong>utionary armed forces. The causes are:<br />

(1) growth <strong>of</strong> <strong>the</strong> percentage <strong>of</strong> worker-peasant <strong>to</strong>iling masses in it;<br />

(2) more worker cadres and universal practice <strong>of</strong> political comm<strong>is</strong>sioner<br />

system; (3) <strong>the</strong> progress <strong>of</strong> political training streng<strong>the</strong>ned <strong>the</strong><br />
