capital should be held by <strong>the</strong> co-operatives.<br />

(2) Co-operative cadres should not be lightly transferred <strong>to</strong> o<strong>the</strong>r<br />

posts. Let <strong>the</strong>m be settled in <strong>the</strong>ir posts, concentrating on <strong>the</strong>ir work.<br />

Guarantee <strong>the</strong>ir livelihood. Co-operatives should adopt <strong>the</strong> method<br />

<strong>of</strong> assigning personal shares [da Shenfen]. That <strong>is</strong>, each member <strong>of</strong><br />

<strong>the</strong> co-operative’s personnel should be equivalent <strong>to</strong> a number <strong>of</strong><br />

shares depending on h<strong>is</strong> ability and work. For example, if someone<br />

<strong>is</strong> made equivalent <strong>to</strong> shares <strong>of</strong> 5,000 yuan, he <strong>is</strong> paid <strong>the</strong> interest<br />

due on shares <strong>of</strong> 5,000 yuan at <strong>the</strong> time <strong>of</strong> settling accounts. <strong>Th<strong>is</strong></strong><br />

becomes h<strong>is</strong> salary and he does not receive any o<strong>the</strong>r income.<br />

(3) Enlarging <strong>the</strong> scope <strong>of</strong> co-operative undertakings should not<br />

be limited <strong>to</strong> consumption alone but should include production, trans-<br />

port, credit and so forth. <strong>Th<strong>is</strong></strong> <strong>is</strong> an inevitable trend in co-operative<br />

development henceforth. That <strong>is</strong> <strong>to</strong> say, we must run comprehensive<br />

co-operatives.<br />

(4) Concentrate on making a good job <strong>of</strong> one or two co-operatives<br />

and gaining experience. Gradually expand <strong>to</strong> o<strong>the</strong>r areas. For<br />

example, we are preparing <strong>to</strong> turn <strong>the</strong> Songshulin Co-operative <strong>of</strong><br />

Jinpen D<strong>is</strong>trict in<strong>to</strong> a second Liulin Co-operative.<br />

6. ON THE DEVELOPMENT OF THE SALT INDUSTRY<br />

Salt <strong>is</strong> <strong>the</strong> great resource <strong>of</strong> <strong>the</strong> Border Region. <strong>It</strong> <strong>is</strong> <strong>the</strong> mainstay<br />

which balances imports and exports, stabilizes <strong>the</strong> currency, and<br />

regulates commodity prices. A large proportion <strong>the</strong> people rely on<br />

salt [as a form <strong>of</strong>] exchange for goods from outside. A relatively<br />

<strong>of</strong> <strong>the</strong> troops and <strong>working</strong> personnel rely on salt<br />

for <strong>the</strong>ir livelihood or <strong>to</strong> supplement <strong>the</strong>ir livelihood. Salt <strong>is</strong> also a<br />

major source <strong>of</strong> government financial revenue. Therefore, salt plays<br />

an extremely important role in <strong>the</strong> Border Region. Since <strong>the</strong> War <strong>of</strong><br />

Res<strong>is</strong>tance began <strong>the</strong> supply <strong>of</strong> salt from <strong>the</strong> sea has been cut <strong>of</strong>f<br />

and <strong>the</strong> supply from <strong>the</strong> Huai area and from Shanxi has been reduced.<br />

The southwest relies on salt from Sichuan and <strong>the</strong> northwest<br />

and <strong>the</strong> eastern areas on salt from Ningsia and Qinghai. Salt from a<br />

Border Region has thus come <strong>to</strong> occupy an important position, and<br />

<strong>the</strong> transport and sale <strong>of</strong> salt increases annually. In 1938 our salt<br />

exports were only 70,000 packs (each pack <strong>is</strong> 150 jin and each jin <strong>is</strong><br />
