ceaselessly engaged in bitter struggles against <strong>the</strong> alien elements in<br />

<strong>the</strong> Soviet organs. The past experience tells us that th<strong>is</strong> task has<br />

been very important work <strong>of</strong> <strong>the</strong> Soviet. Secondly, all landlords and<br />

bourgeo<strong>is</strong>ie are deprived <strong>of</strong> <strong>the</strong> freedom <strong>of</strong> speech, publication, assembly<br />

and association.<br />

Thirdly, counter-re<strong>vol</strong>utionary activities are under <strong>the</strong> suppression<br />

<strong>of</strong> <strong>the</strong> re<strong>vol</strong>utionary forces and re<strong>vol</strong>utionary courts. The Soviet<br />

courts directly depend upon <strong>the</strong> mass armed forces, <strong>the</strong> activities<br />

<strong>of</strong> <strong>the</strong> State Political Defence Bureau, and <strong>the</strong> class struggle <strong>of</strong><br />

<strong>the</strong> broad masses. All <strong>the</strong>se have <strong>of</strong>fered strict suppression <strong>to</strong> <strong>the</strong><br />

counter-re<strong>vol</strong>utionary activities in <strong>the</strong> Soviet d<strong>is</strong>tricts. The well<br />

known cases were <strong>the</strong> suppression by <strong>the</strong> Soviet courts <strong>of</strong> <strong>the</strong> ac-<br />

tivities <strong>of</strong> A-B Corps in <strong>the</strong> Central and Hunan-Kiangsi Soviets, <strong>of</strong><br />

<strong>the</strong> Social-Democrats in Fukien, <strong>of</strong> <strong>the</strong> Re-organization<strong>is</strong>ts in Hupeh-Hunan<br />

west, Hupeh-Honan-Anhui, Fukien-Chekiang-Kiangsi,<br />

and Fukien-Kiangsi Soviet D<strong>is</strong>tricts and <strong>of</strong> <strong>the</strong> Trotsk<strong>is</strong>t-Chen Groupings<br />

in Hunan-Hupeh-Kiangsi Soviet D<strong>is</strong>trict. Through <strong>the</strong>se suppressions,<br />

<strong>the</strong> State Political Defence Bureaus and <strong>the</strong> Soviet courts<br />

have acquired abundant experience and corrected many errors in <strong>the</strong><br />

past that were committed through <strong>the</strong> diversion from <strong>the</strong> correct class<br />

line. The mass character <strong>of</strong> <strong>the</strong> Soviet court, namely, <strong>the</strong> suppression<br />

<strong>of</strong> counter-re<strong>vol</strong>utionary activities by <strong>the</strong> Soviet courts in coordination<br />

with <strong>the</strong> mass NOT struggle against FORcounter-re<strong>vol</strong>utionary<br />

intrigues,<br />

has been making long strides <strong>of</strong> progress. The practice <strong>of</strong><br />

<strong>the</strong> Traveling Court <strong>is</strong> a pro<strong>of</strong> <strong>of</strong> th<strong>is</strong>.<br />

The Soviet has COMMERCIAL<br />

formally proclaimed prohibition <strong>of</strong> corporal pun<strong>is</strong>hment.<br />

In <strong>the</strong> Soviet pr<strong>is</strong>ons, except for those pr<strong>is</strong>oners who are<br />

sentenced <strong>to</strong> death pun<strong>is</strong>hment, all o<strong>the</strong>r pr<strong>is</strong>oners are put under reforma<strong>to</strong>ry<br />

education; that <strong>is</strong> <strong>to</strong> say, <strong>the</strong> Soviet policy for pr<strong>is</strong>oners<br />

<strong>is</strong> <strong>to</strong> train <strong>the</strong>m in DISTRIBUTION<br />

<strong>the</strong> commun<strong>is</strong>tic spirit and with labour d<strong>is</strong>cipline.<br />

In sharp contradiction <strong>to</strong> th<strong>is</strong> situation <strong>is</strong> <strong>the</strong> practice in full bloom<br />

<strong>of</strong> medieval <strong>to</strong>rtures in <strong>the</strong> Kuomintang courts and pr<strong>is</strong>ons. To put<br />

own counter-re<strong>vol</strong>utionary intrigues, <strong>to</strong> keep <strong>the</strong> Soviet terri<strong>to</strong>ry in<br />

re<strong>vol</strong>utionary order and <strong>to</strong> abol<strong>is</strong>h all feudal and barbarous remnants<br />

in <strong>the</strong> field <strong>of</strong> jur<strong>is</strong>diction constitute <strong>the</strong> aim <strong>of</strong> <strong>the</strong> Soviet court.<br />

The improvement <strong>of</strong> <strong>the</strong> Soviet in th<strong>is</strong> direction <strong>is</strong> <strong>of</strong> h<strong>is</strong><strong>to</strong>rical significance.<br />

In summary, <strong>the</strong> Soviet has by far <strong>the</strong> widest re<strong>vol</strong>utionary democracy<br />

for <strong>the</strong> broad masses and out <strong>of</strong> it r<strong>is</strong>es its enormous power<br />

— a power which <strong>is</strong> built upon <strong>the</strong> determined faith and self-con-
