be centralized as much as possible. Unlimited d<strong>is</strong>persal <strong>is</strong> not pr<strong>of</strong>itable.<br />

At present we are already carrying out or about <strong>to</strong> carry out<br />

centralization <strong>of</strong> th<strong>is</strong> kind. One example <strong>is</strong> <strong>the</strong> handing over <strong>to</strong> government<br />

control <strong>of</strong> <strong>the</strong> Tuanjie Textile Mill <strong>of</strong> <strong>the</strong> Central<br />

[honquinbu]. Perhaps th<strong>is</strong> process <strong>of</strong> d<strong>is</strong>persal at first and centralization<br />

later cannot be avoided. D<strong>is</strong>persal makes it possible <strong>to</strong> use<br />

<strong>the</strong> activ<strong>is</strong>m <strong>of</strong> various branches when setting something up, and<br />

centralization enables <strong>the</strong> various branches <strong>to</strong> get better supplies.<br />

But it <strong>is</strong> very important that d<strong>is</strong>persed management does not lead <strong>to</strong><br />

forgetting centralized leadership. <strong>Th<strong>is</strong></strong> facilitates unified planning,<br />

balanced supplies, and essential arrangements in rational management<br />

and d<strong>is</strong>tribution. Up <strong>to</strong> now we have had great shortcomings<br />

in th<strong>is</strong> respect and <strong>the</strong>y NOT must be corrected FORin<br />

future. To sum up, our<br />

policy <strong>is</strong> “centralized leadership and d<strong>is</strong>persed operation”. Not only<br />

<strong>is</strong> industry like th<strong>is</strong>, agriculture and commerce are <strong>to</strong>o.<br />

At th<strong>is</strong> point we COMMERCIAL<br />

must d<strong>is</strong>tingu<strong>is</strong>h between two forms <strong>of</strong> publicly<br />

owned agriculture, industry and commerce, <strong>the</strong> large and <strong>the</strong> small.<br />

The large ones should be centralized and <strong>the</strong> small ones should be<br />

d<strong>is</strong>persed. Examples <strong>of</strong> things for which we should encourage d<strong>is</strong>persed<br />

operation DISTRIBUTION<br />

include agricultural work, such as growing vegetables,<br />

ra<strong>is</strong>ing pigs, cutting wood and making charcoal, and such<br />

handicrafts as shoemaking, knitting, or small mills, when both are<br />

run by one or more prov<strong>is</strong>ion units [huoshi danwei] <strong>to</strong> provide for<br />

<strong>the</strong>ir own daily food, bedding and clothing needs and <strong>to</strong> make up<br />

deficiencies in running expenses; or co-operatives and small-scale<br />

commerce operated <strong>to</strong> provide from consumption costs or <strong>to</strong> earn a<br />

small pr<strong>of</strong>it <strong>to</strong> cover <strong>of</strong>fice expenses. These things must be d<strong>is</strong>persed,<br />

being carried out and developed everywhere. They cannot<br />

be centralized and should not be. <strong>Th<strong>is</strong></strong> <strong>is</strong> one kind. However, <strong>the</strong>re<br />

<strong>is</strong> ano<strong>the</strong>r kind. Examples <strong>of</strong> th<strong>is</strong> are such things as large agricul-<br />
