In addition <strong>to</strong> <strong>the</strong> equipment l<strong>is</strong>ted above, it <strong>is</strong> necessary <strong>to</strong> have<br />

field-glasses, compasses, and military maps. An accompl<strong>is</strong>hed guerrilla<br />

group will acquire <strong>the</strong>se things.<br />

Because <strong>of</strong> <strong>the</strong> proved importance <strong>of</strong> guerrilla hostilities in <strong>the</strong><br />

anti-Japanese war, <strong>the</strong> headquarters <strong>of</strong> <strong>the</strong> National<strong>is</strong>t Government<br />

and <strong>the</strong> commanding <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> various war zones should do<br />

<strong>the</strong>ir best <strong>to</strong> supply <strong>the</strong> guerrillas with what <strong>the</strong>y actually need and<br />

are unable <strong>to</strong> get for <strong>the</strong>mselves. However, it must be repeated that<br />

equiping guerrilla units will in <strong>the</strong> main depend on <strong>the</strong> efforts <strong>of</strong> <strong>the</strong><br />

guerrillas <strong>the</strong>mselves. If <strong>the</strong>y depend on higher <strong>of</strong>ficers <strong>to</strong>o much,<br />

<strong>the</strong> psychological effect will be <strong>to</strong> weaken <strong>the</strong> guerrilla spirit <strong>of</strong> res<strong>is</strong>tance.<br />

ELEMENTS OF THE GUERRILLA ARMY<br />

The term “element” as used in <strong>the</strong> title <strong>to</strong> th<strong>is</strong> section refers <strong>to</strong><br />

<strong>the</strong> personnel, both <strong>of</strong>ficers and men, <strong>of</strong> <strong>the</strong> guerrilla army. Since<br />

each guerrilla group fights in a protracted war, its <strong>of</strong>ficers must be<br />

brave and positive men NOT whose entire FOR loyalty <strong>is</strong> dedicated <strong>to</strong> <strong>the</strong> cause<br />

<strong>of</strong> emancipation <strong>of</strong> <strong>the</strong> people. An <strong>of</strong>ficer should have <strong>the</strong> following<br />

qualities: great powers <strong>of</strong> endurance so that in spite <strong>of</strong> any hardship<br />

he sets an example COMMERCIAL<br />

<strong>to</strong> h<strong>is</strong> men and be a model for <strong>the</strong>m; he must<br />

be able <strong>to</strong> mix easily with <strong>the</strong> people; h<strong>is</strong> spirit and that <strong>of</strong> <strong>the</strong> men<br />

must be one in streng<strong>the</strong>ning <strong>the</strong> policy <strong>of</strong> res<strong>is</strong>tance <strong>to</strong> <strong>the</strong> Japanese.<br />

If he w<strong>is</strong>hes <strong>to</strong> gain vic<strong>to</strong>ries, he must study tactics. A guerrilla<br />

group with DISTRIBUTION<br />

<strong>of</strong>ficers <strong>of</strong> th<strong>is</strong> calibre would be unbeatable. I do<br />

not mean that every guerrilla group can have, at its inception, <strong>of</strong>ficers<br />

<strong>of</strong> such qualities. The <strong>of</strong>ficers must be men naturally endowed<br />

with good qualities which can be developed during <strong>the</strong> course <strong>of</strong><br />

campaigning. The most important natural quality <strong>is</strong> that <strong>of</strong> complete<br />

loyalty <strong>to</strong> <strong>the</strong> idea <strong>of</strong> people’s emancipation. If th<strong>is</strong> <strong>is</strong> present,<br />

<strong>the</strong> o<strong>the</strong>rs will develop; if it <strong>is</strong> not present, nothing can be done.<br />

When <strong>of</strong>ficers are first selected from a group, it <strong>is</strong> th<strong>is</strong> quality that<br />

should receive particular attention. The <strong>of</strong>ficers in a group should<br />

be inhabitants <strong>of</strong> <strong>the</strong> locality in which <strong>the</strong> group <strong>is</strong> organized, as<br />

th<strong>is</strong> will facilitate relations between <strong>the</strong>m and <strong>the</strong> local civilians.<br />
