carried out a thorough survey, and because much new land was cultivated<br />

during <strong>the</strong> year and production increased, it was able <strong>to</strong> exceed<br />

<strong>the</strong> original collection target by several hundred tan in line<br />

with <strong>the</strong> regulations.<br />

A fur<strong>the</strong>r point <strong>to</strong> consider <strong>is</strong> that for several years <strong>the</strong> figures<br />

set for <strong>the</strong> grain collection have been achieved and exceeded, but<br />

<strong>the</strong> work <strong>of</strong> putting <strong>the</strong> grain in<strong>to</strong> <strong>the</strong> granaries has been <strong>to</strong>o muddled.<br />

Many cadres in<strong>vol</strong>ved in grain collection think that <strong>the</strong>y only have<br />

<strong>to</strong> meet <strong>the</strong> target. They do not consider quality or investigate delayed<br />

payments. As a result on one hand <strong>the</strong> quality <strong>is</strong> not good<br />

enough with 15 <strong>to</strong> 20 per cent cons<strong>is</strong>ting <strong>of</strong> husks in some cases, and<br />

on <strong>the</strong> o<strong>the</strong>r <strong>the</strong>re are instances where <strong>the</strong> masses delay in paying<br />

<strong>the</strong>ir grain. There <strong>is</strong> a difference between <strong>the</strong> amount collected and<br />

<strong>the</strong> amount put in<strong>to</strong> <strong>the</strong> granaries. In <strong>the</strong> 1941 collection, although<br />

<strong>the</strong> quality was a bit better, <strong>the</strong>re were <strong>still</strong> a lot <strong>of</strong> husks mixed<br />

with <strong>the</strong> grain. The slogan “Grain <strong>to</strong> <strong>the</strong> Granary and Hay <strong>to</strong> <strong>the</strong><br />

Cellar” was put forward <strong>to</strong> overcome <strong>the</strong> problem <strong>of</strong> late payment<br />

but <strong>the</strong>re was <strong>still</strong> <strong>to</strong>o much <strong>of</strong> it. In addition, because <strong>the</strong> 1941<br />

collection was much bigger than any previous year, <strong>the</strong> difficulties<br />

<strong>of</strong> getting it in<strong>to</strong> <strong>the</strong> granaries were much greater. As a result over<br />

3,900 tan <strong>of</strong> <strong>the</strong> grain collected did not go in<strong>to</strong> <strong>the</strong> granaries. <strong>Th<strong>is</strong></strong><br />

was nearly 2 per cent <strong>of</strong> <strong>the</strong> <strong>to</strong>tal. During <strong>the</strong> 1942 collection <strong>the</strong><br />

problem <strong>of</strong> getting <strong>the</strong> NOT grain in<strong>to</strong> <strong>the</strong> FOR granaries was specially emphasized.<br />

According <strong>to</strong> <strong>the</strong> latest examination th<strong>is</strong> work has been<br />

done a little better th<strong>is</strong> year. However, <strong>the</strong> question <strong>of</strong> whe<strong>the</strong>r <strong>the</strong><br />

full <strong>to</strong>tal had been COMMERCIAL<br />

put in <strong>the</strong> granaries or not awaits a final summary<br />

before it can be answered.<br />

Ano<strong>the</strong>r point <strong>is</strong> that for several years <strong>the</strong> Finance Department<br />

has assigned work groups <strong>to</strong> help <strong>the</strong> county and d<strong>is</strong>trict governments<br />

in <strong>the</strong> grain-levy DISTRIBUTION<br />

work. Where county and d<strong>is</strong>trict cadres are<br />

<strong>to</strong>o weak, th<strong>is</strong> method <strong>is</strong> <strong>of</strong> great help. <strong>It</strong>s shortcoming <strong>is</strong> that it<br />

easily creates dependency in <strong>the</strong> lower-levels <strong>of</strong> government, and<br />

every time <strong>the</strong>re <strong>is</strong> a mobilization, <strong>the</strong> upper levels have <strong>to</strong> send<br />

people. The cadres have <strong>to</strong> go back and forth, spending much time<br />

on <strong>the</strong> road, which leads <strong>to</strong> waste <strong>of</strong> manpower and <strong>of</strong> time. Since<br />

collection in 1942 had <strong>the</strong> good foundation <strong>of</strong> work done in 1941,<br />

<strong>the</strong> Finance Department adopted <strong>the</strong> principle <strong>of</strong> “fewer and better”<br />

in its assignment <strong>of</strong> work teams. <strong>It</strong> sent fewer cadres <strong>to</strong> each county<br />

and increased <strong>the</strong> responsibility <strong>of</strong> <strong>the</strong> county and d<strong>is</strong>trict government.<br />

In 1941, 150 people were sent down. On th<strong>is</strong> bas<strong>is</strong> <strong>the</strong>y are<br />
