(6) In 1943 <strong>the</strong> Liberian Daily and Border Region Masses Dally<br />

should widely promote <strong>the</strong> Wu Manyou production movement so that<br />

many more Wu Manyous will be created within <strong>the</strong> five sub-regions.<br />

should run general agricultural knowledge classes and edit textbooks<br />

for winter-study containing practical information on Border Region<br />

Our eighth agricultural policy <strong>is</strong> <strong>to</strong> implement progressive agricultural<br />

taxation.<br />

In <strong>the</strong> past agricultural taxation was in <strong>the</strong> form <strong>of</strong> national salvation<br />

grain tax. Although it was levied on progressive principles,<br />

<strong>the</strong> amount levied each year was not standard. The amount levied<br />

per family varied from NOT year <strong>to</strong> year. FOR In 1941 <strong>the</strong>re were cases <strong>of</strong><br />

taxes being apportioned out [tanpai]. Although an assessment<br />

method [pinquizhi] was instituted in 1942 as being more equitable,<br />

<strong>the</strong>re were <strong>still</strong> inequalities COMMERCIAL<br />

. The most important failing was that<br />

<strong>the</strong> amount <strong>of</strong> tax was not fixed. <strong>Th<strong>is</strong></strong> dampened <strong>the</strong> enthusiasm <strong>of</strong><br />

<strong>the</strong> peasants for production. We propose that in 1943 <strong>the</strong> government<br />

should examine and reg<strong>is</strong>ter <strong>the</strong> land held by <strong>the</strong> people, and<br />

<strong>the</strong>reby construct DISTRIBUTION<br />

a simple progressive agricultural tax. The amount<br />

<strong>of</strong> tax should be decided according <strong>to</strong> <strong>the</strong> amount <strong>of</strong> land, its quality,<br />

and so forth. In th<strong>is</strong> way <strong>the</strong> peasant will be able <strong>to</strong> calculate<br />

<strong>the</strong> amount <strong>of</strong> tax <strong>the</strong>mselves according <strong>to</strong> <strong>the</strong> amount and quality<br />

<strong>of</strong> <strong>the</strong> land <strong>the</strong>y farm. Once <strong>the</strong> peasants can do th<strong>is</strong>, <strong>the</strong>y can work<br />

out <strong>the</strong> ratio between income and expenditure for <strong>the</strong> family for <strong>the</strong><br />

entire year. They can <strong>the</strong>n set-<strong>to</strong> and produce with greater enthusiasm<br />

for production. <strong>Th<strong>is</strong></strong> will guarantee an increase in <strong>the</strong> production<br />

<strong>of</strong> grain. Moreover, inequalities will not ar<strong>is</strong>e when <strong>the</strong> government<br />

levies <strong>the</strong> tax. After carrying out <strong>the</strong> prepara<strong>to</strong>ry work in<br />

1943, we can implement progressive taxation in 1944. Counties<br />
