out a political goal, guerrilla warfare must fail, as it must, if its<br />

political objectives do not coincide with <strong>the</strong> aspirations <strong>of</strong> <strong>the</strong> people<br />

and <strong>the</strong>ir sympathy, co-operation, and ass<strong>is</strong>tance cannot be gained.<br />

The essence <strong>of</strong> guerrilla warfare <strong>is</strong> thus re<strong>vol</strong>utionary in character.<br />

On <strong>the</strong> o<strong>the</strong>r hand, in a war <strong>of</strong> counter-re<strong>vol</strong>utionary nature, <strong>the</strong>re <strong>is</strong><br />

no place for guerrilla hostilities. Because guerrilla warfare basically<br />

derives from <strong>the</strong> masses and <strong>is</strong> supported by <strong>the</strong>m, it can nei<strong>the</strong>r<br />

ex<strong>is</strong>t nor flour<strong>is</strong>h if it separates itself from <strong>the</strong>ir sympathies<br />

and co-operation. There are those who do not comprehend guerrilla<br />

action, and who <strong>the</strong>refore do not understand <strong>the</strong> d<strong>is</strong>tingu<strong>is</strong>hing qualities<br />

<strong>of</strong> a people’s guerrilla war, who say: “Only regular troops can<br />

carry on guerrilla operations.” There are o<strong>the</strong>rs who, because <strong>the</strong>y<br />

do not believe in <strong>the</strong> ultimate success <strong>of</strong> guerilla action, m<strong>is</strong>takenly<br />

say: “Guerrilla warfare <strong>is</strong> an insignificant and highly specialized<br />

type <strong>of</strong> operation in which <strong>the</strong>re <strong>is</strong> no place for <strong>the</strong> masses <strong>of</strong> <strong>the</strong><br />

people” (Jen Chi Shan). Then <strong>the</strong>re are those who ridicule <strong>the</strong> masses<br />

and undermine res<strong>is</strong>tance by wildly asserting that <strong>the</strong> people have<br />

no understanding <strong>of</strong> <strong>the</strong> war <strong>of</strong> res<strong>is</strong>tance (Yeh Ching, for one). The<br />

moment that th<strong>is</strong> war <strong>of</strong> res<strong>is</strong>tance d<strong>is</strong>sociates itself from <strong>the</strong> masses<br />

<strong>of</strong> <strong>the</strong> people <strong>is</strong> <strong>the</strong> prec<strong>is</strong>e moment that it d<strong>is</strong>sociates itself from<br />

hope <strong>of</strong> ultimate vic<strong>to</strong>ry over <strong>the</strong> Japanese.<br />

What <strong>is</strong> <strong>the</strong> organization for guerrilla warfare? Though all guerrilla<br />

bands that spring NOT from <strong>the</strong> masses FOR <strong>of</strong> <strong>the</strong> people suffer from<br />

lack <strong>of</strong> organization at <strong>the</strong> time <strong>of</strong> <strong>the</strong>ir formation, <strong>the</strong>y all have in<br />

common a basic quality that makes organization possible. All guerrilla<br />

units must have COMMERCIAL<br />

political and military leadership. <strong>Th<strong>is</strong></strong> <strong>is</strong> true<br />

regardless <strong>of</strong> <strong>the</strong> source or size <strong>of</strong> such units. Such units may originate<br />

locally, in <strong>the</strong> masses <strong>of</strong> <strong>the</strong> people; <strong>the</strong>y may be formed from<br />

an admixture <strong>of</strong> regular troops with groups <strong>of</strong> <strong>the</strong> people, or <strong>the</strong>y<br />

may cons<strong>is</strong>t <strong>of</strong> regular DISTRIBUTION<br />

army units intact. And mere quantity does<br />

not affect th<strong>is</strong> matter. Such units may cons<strong>is</strong>t <strong>of</strong> a squad <strong>of</strong> a few<br />

men, a battalion <strong>of</strong> several hundred men, or a regiment <strong>of</strong> several<br />

thousand men.<br />

All <strong>the</strong>se must have leaders who are unyielding in <strong>the</strong>ir policies<br />

— resolute, loyal, sincere, and robust. These men must be welleducated<br />

in re<strong>vol</strong>utionary technique, self confident, able <strong>to</strong> establ<strong>is</strong>h<br />

severe d<strong>is</strong>cipline, and able <strong>to</strong> cope with counter-propaganda.<br />

In short, <strong>the</strong>se leaders must be models for <strong>the</strong> people. As <strong>the</strong> war<br />

progresses, such leaders will gradually overcome <strong>the</strong> lack <strong>of</strong> d<strong>is</strong>cipline<br />

which at first prevails; <strong>the</strong>y will establ<strong>is</strong>h d<strong>is</strong>cipline in <strong>the</strong>ir<br />
